नॉर्थ-ईस्ट के नतीजे : बीजेपी में जश्न, कांग्रेस के लिए सबक
सत्तारूढ़ बीजेपी ने त्रिपुरा विधानसभा चुनाव में स्पष्ट बहुमत हासिल कर लिया है जबकि नागालैंड में एनडीपीपी-बीजेपी गठबंधन ने जीत हासिल की है। वहीं मेघालय में किसी भी दल को स्पष्ट बहुमत नहीं मिला है। वहां मुख्यमंत्री कोनराड संगमा के नेतृत्व वाली सत्तारूढ़ एनपीपी सबसे बड़ी पार्टी के तौर पर उभरी है और बीजेपी के समर्थन से एक बार फिर सरकार बनाने जा रही है।
इस जीत के बाद दिल्ली स्थित बीजेपी मुख्यालय में पार्टी कार्यकर्ताओं को संबोधित करते हुए प्रधानमंत्री नरेंद्र मोदी ने तीनों राज्यों के मतदाताओं को धन्यवाद दिया और वह विपक्षी दलों पर जमकर बरसे। मोदी ने कहा, ‘जब कुछ लोग मोदी की कब्र खोदने की ख्वाहिश कर रहे हैं, मोदी तेरी कब्र खुदेगी के नारे लगा रहे हैं तब नॉर्थ-ईस्ट के लोगों ने कमल को चुना। कमल खिलता ही जा रहा है। कुछ लोग बेईमानी भी कट्टरता से करते हैं और ये कट्टर लोग कहते हैं कि मर जा मोदी, लेकिन देश कह रहा है मत जा मोदी’।
मोदी ने कहा, ‘बीजेपी ने नॉर्थ-ईस्ट के लोगों का दिल जीत लिया है। अब नॉर्थ-ईस्ट से न दिल्ली दूर है और न नॉर्थ-ईस्ट दिलों से दूर है। मुझे तो इस बात पर हैरानी है कि नॉर्थ-ईस्ट के चुनाव नतीजों के बाद अब तक ईवीएम को गाली नहीं पड़ी।‘
प्रधानमंत्री नरेंद्र मोदी ने कहा कि अब तक यह फैलाया जाता था कि अल्पसंख्यक भाई बीजेपी को वोट नहीं देते लेकिन चुनाव नतीजों ने साफ कर दिया कि देश के सभी वर्ग ‘सबका साथ सबका विकास’ मंत्र का समर्थन कर रहे हैं। मेघालय और नागालैंड में ईसाइयों ने भी हमारी पार्टी का समर्थन किया है।
पीएम मोदी ने कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे पर भी निशाना साधा जिन्होंने चुनाव परिणामों पर कहा कि नॉर्थ-ईस्ट के तीनों राज्य छोटे हैं और इनके नतीजे उतना मायने नहीं रखते। मोदी ने कहा, ‘कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे कह रहे हैं कि ये तो छोटे राज्य हैं। यह नॉर्थ-ईस्ट के लोगों का अपमान है। इसी मानसिकता के कारण कांग्रेस पार्टी लगातार चुनाव हार रही है।‘
प्रधानमंत्री ने कहा कि पहले बीजेपी को ‘बनिया पार्टी’ और ‘हिंदी बेल्ट की पार्टी’ कहा जाता था, लेकिन नॉर्थ-ईस्ट के लोगों ने अब बीजेपी को स्वीकार कर लिया है। पीएम मोदी ने वादा किया कि एक दिन केरल में भी भाजपा की सरकार बनेगी।
त्रिपुरा में बीजेपी ने विधानसभा की कुल 60 सीटों में से 32 सीटों पर जीत दर्ज की। नागालैंड में बीजेपी ने विधानसभा की कुल 60 सीटों में से 12 सीटों पर जीत दर्ज की जबकि उसकी सहयोगी नैशनल डेमोक्रेटिक प्रोग्रेसिव पार्टी (एनडीपीपी) 25 सीटें जीतने में सफल रही। इस तरह बीजेपी गठबंधन को विधानसभा में स्पष्ट बहुमत मिल गया। उधर, मेघालय में मुख्यमंत्री कोनराड संगमा की नेशनल पीपुल्स पार्टी (एनपीपी) ने 26 सीटों पर जीत हासिल की जबकि बीजेपी दो सीटें जीतने में कामयाब रही। 60 सीटों वाली विधानसभा में कोनराड संगमा कुछ अन्य छोटे दलों के समर्थन से सरकार बनाने जा रहे हैं।
वहीं कांग्रेस की बात करें तो वह नागालैंड में खाता भी नहीं खोल पाई जबकि मेघालय में सिर्फ पांच सीटें जीत पाई। त्रिपुरा में कांग्रेस को सिर्फ तीन सीटें मिली जबकि उसकी सहयोगी पार्टी सीपीएम 11 सीटें ही जीत पाई। त्रिपुरा में एक नए क्षेत्रीय दल टिपरा मोथा पार्टी ने 13 सीटों पर जीत हासिल की। इस पार्टी की अगुवाई पूर्व त्रिपुरा रजवाड़े के शासक प्रद्योत देव बर्मन कर रहे हैं।
मौदी मौके पर चौका लगाते हैं और अपने पर हो रहे हमलों को कैसे अवसर में बदलना है, ये अच्छी तरह जानते हैं। कल मौका भी था, माहौल भी था और दस्तूर भी था। इसीलिए मोदी ने सारा हिसाब बराबर कर लिया। उन्होंने कांग्रेस को बता दिया कि जिन राज्यों को कांग्रेस छोटा समझती है आज उन्हीं राज्यों ने कांग्रेस को ‘छोटा’ बना दिया। जिस नॉर्थ ईस्ट में कांग्रेस की तूती बोलती थी आज वहां कांग्रेस का सूपड़ा साफ हो गया।
नार्थ-ईस्ट में बीजेपी को मिली यह चुनावी जीत प्रधानमंत्री नरेन्द्र मोदी की दूरगामी रणनीति का नतीजा है। 2014 में जब मोदी देश के प्रधानमंत्री बने थे उस वक्त नॉर्थ-ईस्ट के किसी राज्य में बीजेपी की सरकार नहीं थी। केवल अरुणाचल प्रदेश में ही 2003 में बीजेपी ने थोड़े समय के लिए सरकार बनाई थी। उसके बाद पूर्वोत्तर में बीजेपी का ज्यादा वजूद नहीं था। मोदी जब प्रधानमंत्री बने तो उन्होंने नॉर्थ-ईस्ट के विकास पर फोकस किया। इस इलाके को देश की मुख्यधारा से जोड़ने की कोशिशें शुरू हुई। इसका नतीजा ये हुआ कि पहले पूर्वोत्तर के सबसे बड़े राज्य असम में बीजेपी की सरकार बनी। यहां बीजेपी लगातार दूसरी बार सरकार बनाने में कामयाब रही। अब त्रिपुरा में भी बीजेपी ने दोबारा जीत दर्ज की है।
इस वक्त नार्थ-ईस्ट के आठ में से छह राज्यों में बीजेपी और उसके सहयोगी दलों की सरकार है। ये बड़ी बात है। कुछ लोग कह सकते हैं कि नॉर्थ-ईस्ट के सारे राज्यों को मिला दें तो भी किसी बड़े राज्य का मुकाबला नहीं कर सकते इसलिए पूर्वोत्तर में जीत और सरकार बनाने से क्या राजनीतिक फायदा होगा।
लेकिन मुझे लगता है कि नॉर्थ-ईस्ट में बीजेपी की इस जीत का राजनीतिक फायदा होगा। एक तो बीजेपी हिन्दी भाषी राज्यों की पार्टी की पुरानी छवि से बाहर निकलेगी। दूसरी बात, नॉर्थ-ईस्ट में लोकसभा की 25 सीटें हैं। अगर अगले लोकसभा चुनावों में दूसरे राज्यों में बीजेपी को थोड़ा बहुत नुकसान होता है तो नॉर्थ-ईस्ट से इसकी भरपाई हो जाएगी। इसलिए नॉर्थ-ईस्ट के इन राज्यों में बीजेपी की जीत के बड़े मायने हैं।
अब सवाल ये है कि नॉर्थ-ईस्ट में कभी जबरदस्त पकड़ रखने वाली कांग्रेस का इतना बुरा हाल क्यों हुआ ? तीनों राज्यों में कांग्रेस का सफाया क्यों हुआ? इसकी बड़ी वजह है पार्टी की कैजुअल एप्रोच। दिल्ली से बैठकर नॉर्थ ईस्ट को समझने की कोशिश करना। लोकल लीडरशिप के साथ न तो बात करना और ना ही उनकी बात सुनना। इसका ताजा उदाहरण टिपरा मोथा पार्टी के प्रमुख प्रद्योत देव बर्मन हैं जो त्रिपुरा के पूर्व शासक रहे हैं और टिपरा मोथा पार्टी के अध्यक्ष भी हैं। कांग्रेस हाईकमान ने उनकी बात नहीं सुनी। अपमानित होने के बाद उन्हें कांग्रेस छोड़नी पड़ी।
त्रिपुरा विधानसभा चुनाव के नतीजे आने के तुरंत बाद इंडिया टीवी पर एक इंटरव्यू में प्रद्योत देव बर्मन ने कहा, ‘अगर कांग्रेस को बीजेपी से लड़ना है तो राहुल गांधी को अपनी सोच बदलनी होगी, अपने सलाहकार बदलने होंगे। घर में बैठकर चुनाव हरवाने वाले नेताओं के बजाए जमीन पर काम करने वाले नेताओं की बात सुननी होगी, तभी कांग्रेस का भला हो सकता है। वरना , भारत जोड़ो यात्रा से कोई फायदा नहीं होगा।’
लेकिन कांग्रेस अभी भी इस बात को समझने के लिए तैयार नहीं है। कांग्रेस के नेता कह रहे हैं कि त्रिपुरा, नागालैंड और मेघालय में स्थानीय मुद्दों के चलते हार हुई है। त्रिपुरा में लेफ्ट फ्रंट का वोट कांग्रेस में ट्रांसफर नहीं हुआ जबकि मेघालय में ममता की टीएमसी ने कांग्रेस का वोट काटकर परोक्ष रूप से बीजेपी का समर्थन किया। इसलिए कांग्रेस की हार हुई।
गुरुवार को चुनाव नतीजे आने के बाद ममता बनर्जी ने कहा कि उनकी पार्टी अगले साल होने वाले लोकसभा चुनाव के लिए किसी गठबंधन में शामिल नहीं होगी। उन्होंने कहा, ‘जो लोग बीजेपी को हराना चाहते हैं, वे हमारा समर्थन करें।’
त्रिपुरा में ममता की पार्टी एक फीसदी से कम वोट हासिल करने के बावजूद खाता खोलने में नाकाम रही। उन्होंने बंगाल के सागरदीघी विधानसभा उपचुनाव के नतीजे पर कहा कि तृणमूल को हराने के लिए कांग्रेस-सीपीएम और बीजेपी ने परदे के पीछे गठबंधन कर लिया था इसलिए उनकी पार्टी चुनाव हार गई।
ममता बनर्जी ने कहा, ‘अगर आप बीजेपी के वोट गिनें तो आपको दिखेगा कि उनका 22 प्रतिशत वोट था। इस बार उन्होंने अपना वोट कांग्रेस को ट्रांसफर कर दिया। कांग्रेस को इस बार 13 प्रतिशत वोट ज्यादा मिले। बीजेपी का वोट कांग्रेस को चला गया। सीपीएम-कांग्रेस साथ है और बीजेपी का वोट भी कांग्रेस को ट्रांसफर हुआ।’ सागरदीघी विधानसभा उपचुनाव में कांग्रेस उम्मीदवार बायरन विश्वास ने तृणमूल के उम्मीदवार देवाशीष बनर्जी को करीब 23 हजार वोटों के अंतर से हरा दिया जबकि बीजेपी उम्मीदवार दिलीप साहा तीसरे स्थान पर रहे। उन्हें 25,793 वोट मिले। मुस्लिम बहुल सागरदिघी विधानसभा सीट पर मिली हार निश्चित रूप से ममता बनर्जी के लिए एक झटका है।
North-East results: Cheers for BJP, Lessons for Congress
The ruling Bharatiya Janata Party on Thursday scored a comfortable majority in Tripura assembly elections, while in Nagaland, the NDPP-BJP combine swept the polls. In Meghalaya, which threw up a hung assembly, the ruling NPP, led by chief minister Conrad Sangma emerged as the single largest party, and is set to form the government again with support from BJP.
Addressing party workers outside the BJP headquarters in Delhi, Prime Minister Narendra Modi thanked the voters of all three states and lashed out at the opposition. He said, there were slogans of ‘Modi Teri Qabr Khudegi’(Modi, your grave will be dug), but the people of north-east have chosen the lotus (BJP poll symbol). “Some kattar (fanatical) people were saying ‘mar jaa Modi’, but the nation is saying ‘mat jaa Modi’ (Don’t go Modi).
Modi said, BJP has won the hearts of the people of north-east. “Now, North-East is neither far from Delhi nor from ‘dil’ (heart)..I am surprised why those from the opposition have not blamed EVM (electronic vote machine) bungling this time”, Modi said.
The Prime Minister said, contrary to the assumptions of many people that minorities avoided supporting the BJP, Thursday’s poll results have made it clear that the Christians in Meghalaya and Nagaland have supported his party. He lashed out at Congress president Mallikarjun Kharge for saying that all the three were “small states of North-East which generally go with Central Government trend”.
“By saying this, the Congress President has insulted the mandate. Because of such a mindset of belittling the north-eastern states, the Congress party is losing elections continuously”, Modi said.
The Prime Minister said, in earlier days, BJP was being dubbed as a ‘bania party’ and a ‘Hindi belt party’, but the people of North-East have now opted for BJP. He promised that Kerala will also get a BJP government one day.
In Tripura, BJP won 32 out of a total of 60 assembly seats, while in Nagaland, BJP won 12 while its ally National Democratic Progressive Party (NDPP) won 25 seats, this giving the combine a clear majority in the 60-seat assembly. In Meghalaya, chief minister Conrad Sangma’s National People’s Party (NPP) won 26 seats, while BJP won two seats. Sangma is going to form a government with the support of some other smaller parties in a House of 60.
The Congress failed to open its account in Nagaland, while in Meghalaya, it won five seats, and in Tripura, it won only three seats despite allying with CPI(M) which won 11 seats. A new regional party, Tipra Motha party, led by ex-ruler Pradyot Dev Burman, won 13 seats.
Narendra Modi never misses a big stroke in the game of politics. He knows the art of converting attacks from political rivals into opportunities. He plainly told the Congress that by dubbing North-East states as “small”, the party itself is becoming smaller by the day.
The electoral victory in North-East is the result of Modi’s long-term strategy. When he became the PM in 2014, there was not a single state in the North-East where BJP was in power. Only in Arunachal Pradesh, in 2003, BJP had formed a government for a brief period. After becoming the PM, Modi focused on development in the North-East and tried to connect the north-eastern states with the national mainstream. As a result, the biggest north-eastern state, Assam, was captured by BJP, where the party won two consequent assembly elections, and now, in Tripura, the party has registered its second consecutive win.
Presently, in six out of eight north-eastern states, BJP and its allies run governments. This is an achievement. Some people say that even if all the eight north-eastern states are combined, they cannot be compared to a big state in either the North, the West or the South. They ask whether Modi can reap political benefits on a national scale.
I feel, the victories in north-eastern states are surely going to yield good political dividends. One, BJP will come out of its old image of being a party from the Hindi-speaking belt. Two, there are 25 Lok Sabha seats in the North-East, and these seats matter during next year’s Lok Sabha elections.
The question now is: why Congress, which once used to wield a big influence in the North-East has been reduced to a small party? The answer lies in the casual approach of the party. The Congress leadership, sitting in Delhi, is trying to understand the North-East. It is neither in constant touch with the local leadership, nor does it listen to their advice. The latest example is that of Pradyot Dev Burman, former ex-ruler of Tripura and chief of Tipra Motha party. He was insulted and he had to leave the Congress.
In an interview on India TV, soon after the Tripura results were out, Pradyot Dev Burman said, ‘if Congress intends to give a fight to BJP, Rahul Gandhi must change his mindset and his advisers. Instead of sitting at home and listening to advisers who make his party lose, he must listen to those leaders who work on the ground. Only then can the Congress survive, otherwise events like Bharat Jodo Yatra will not help’.
Congress leadership is still unwilling to listen to sane advice. The party leadership says it lost in Tripura, Nagaland and Meghalaya due to “local factors”. In Tripura, the traditional pro-Left voters did not vote for Congres, while in Meghalaya, Mamata Banerjee’s TMC spoiled the chances of Congress and indirectly helped BJP.
On Thursday, after the election results were out, Mamata Banerjee said, her party will not enter into any alliance for next year’s Lok Sabha elections. “Let those who want to defeat BJP, support us”, she said.
In Tripura, her party failed to open its account despite getting less than one per cent vote share. She attributed her party’s defeat in Bengal’s Sagardighi assembly byelections to an “immoral alliance” between Congress and BJP.
“If we count the BJP vote percentage, the party has transferred its vote to the Congress”, said Mamata Banerjee. In Sagardighi, the Congress candidate Bayron Biswas defeated the TMC rival Debashis Banerjee by a margin on 23,000 votes while the BJP candidate Dilip Saha came third, getting 25,793 votes. The defeat in Sagardighi, a Muslim-dominated constituency, is surely a setback for Mamata Banerjee.
माफिया पर योगी का शिकंजा : यूपी के लिए स्वागत योग्य कदम
प्रयागराज में बुलेट से खूनी खेल खेलने वाले अपराधियों को पनाह देने वालों के घरों पर बाबा का बुलडोजर चल गया। प्रयागराज विकास प्राधिकरण (पीडीए) ने बुधवार और गुरुवार को अहमदाबाद की साबरमती जेल में बंद यूपी के माफिया डॉन अतीक अहमद के दो करीबी सफदर अली और खालिद जफर की संपत्तियों को बुलडोजर चलाकर ध्वस्त कर दिया।
प्रशासन ने बीएसपी विधायक राजू पाल की हत्या के मामले में मुख्य गवाह उमेश पाल की 24 फरवरी को दिनदहाड़े हुए हत्या के बाद उठाए गए कदमों के तहत यह कार्रवाई की। यूपी पुलिस ने अतीक अहमद के बेटे की गिरफ्तारी के लिए 50 हजार रुपये के इनाम की घोषणा की है। अतीक का बेटा अपनी मां शाइस्ता परवीन के साथ अंडरग्राउंड हो गया है।
पुलिस का कहना है कि उमेश पाल की दिनदहाड़े हुई हत्या में अतीक अहमद का बेटा और तीन अन्य लोग शामिल थे। पुलिस और प्रयागराज विकास प्राधिकरण (पीडीए) ने कम से कम 20 ऐसे लोगों को चिन्हित किया है जो अतीक अहमद और उसके गैंग के करीबी बताए जाते हैं। इन लोगों की संपत्तियों पर भी बुलडोजर चलाने की तैयारी है। ये संपत्तियां प्रयागराज शहर के चकिया, तेलियारगंज, धूमनगंज, सलेमसराय, हरवारा, जयंतीपुर, सादियापुर, मिंदेरा, झालवा और अटाला में हैं। उमेश पाल हत्या कांड के चार आरोपियों में से एक अरबाज को पुलिस ने 27 फरवरी को मुठभेड़ में मार गिराया।
बुधवार को प्रयागराज के चकिया इलाके में जफर अहमद के घर पर बुलडोजर चला। इस घऱ में अतीक अहमद की पत्नी शाइस्ता परवीन अपने दो बेटों के साथ रह रही थीं। जफर अहमद का यह मकान उसने किराए पर ले रखा था। पुलिस अधिकारियों का आरोप है कि इसी घर में उमेश पाल को मारने की साजिश रची गई थी और शाइस्ता परवीन हत्यारों से मिली थीं। करीब 200 वर्गमीटर में बने इस मकान की लगात ढाई से तीन करोड़ रुपये है। तोड़फोड़ से पहले तलाशी के दौरान पुलिस को इस मकान से दो राइफल और तलवारें मिलीं। यह मकान भीड़भाड़ वाले इलाके में था, इसलिए इसे गिराने में बहुत सावधानी बरती गई।
चकिया इलाके में ही अतीक अहमद का आलीशान घर था लेकिन पिछले साल अतीक के इस घर पर बाबा का बुलडोजर चल गया था। उसके बाद अतीक की पत्नी शाइस्ता परवीन ने जफर अहमद का घर किराए पर ले लिया था। जफर अहमद अतीक का करीबी है और वह बांदा में रहता है। जफर ने दो साल पहले यह घर खरीदा था। जिस दिन उमेश पाल की हत्या हुई उसी दिन शाइस्ता ने प्रेस कॉनफ्रेंस करके यह दावा किया कि इस हत्याकांड में उसकी कोई भूमिका नहीं हैं। लेकिन जैसे ही एफआईआर में शाइस्ता का नाम आया तो वह फरार हो गई।
शाइस्ता परवीन ने कितनी जल्दबाजी में छोड़ा उसका अंदाज़ा इस बात से लगाया जा सकता है कि भागने से पहले अपने एजुकेशन के दस्तावेज, बच्चों के बर्थ सर्टिफिकेट और ड्राइविंग लाइसेंस भी साथ नहीं ले जा पाईं। ज़फर अहमद के वकील खान सौलत हनीफ ने इस कार्रवाई को गैरकानूनी बताया। हनीफ के मुताबिक यह मकान बेनामी सम्पति नहीं है। यह ज़फर अहमद का मकान है। हनीफ ने कहा कि प्रयागराज डेवलपमेंट अथॉरिटी ने जफर अहमद को बिना नोटिस दिए, बिना उसका पक्ष सुने घर पर बुलडोजर चला दिया।
प्रयागराज में अतीक अहमद के कुछ और साथियों के घर पर बुलडोजर चल सकते हैं। गुड्डू मुस्लिम, नफीज, अरमान, सदाकत और गुलाम के घर भी गिराए जा सकते हैं। जिस गाड़ी में उमेश पाल पर हमला करने वाले आरोपी आए थे वह गाड़ी रुखसाना नाम की महिला की है। ऐसे में उसका घर भी गिराया जा सकता है। अतीक अहमद का बेटा असद भी इस हमले में शामिल था। उसकी भी तलाश की जा रही है।
STF ने लखनऊ में यूनिवर्सल अपार्टमेंट में छापा मारा। यहां पर अतीक अहमद का बेटा असद रहता था। बताया जा रहा है कि 24 फरवरी (जिस दिन उमेश पाल की हत्या हुई) को असद और उसके साथी इस फ्लैट में आए थे। 24 फरवरी को ही उन्हें आखिरी बार देखा गया और उसके बाद से वो फरार है। यूपी पुलिस की स्पेशल टास्क फोर्स ने आरोपियों को पकड़ने के लिए अलग-अलग जगहों पर टीमें भेजी हैं। असद के फ्लैट को पुलिस ने सील कर दिया है और उसकी दो लग्जरी कारों को जब्त कर लिया है
बुधवार को यूपी विधानसभा में सीएम योगी आदित्यनाथ ने अखिलेश पर माफियाओं और गुंडों को संरक्षण देने का आरोप लगाया। योगी ने कहा कि उनकी सरकार यूपी में ‘वन डिस्ट्रिक्ट, वन प्रोडक्ट’ योजना लाई लेकिन अखिलेश यादव की सरकार ने ‘वन डिस्ट्रिक्ट, वन माफिया’ स्कीम चला रखा थी। योगी आदित्यनाथ ने कहा कि आजकल अखिलेश हर बात में जाति देखते हैं। मैं पूछना चाहता हूं कि प्रयागराज में जिस राजू पाल की पहले हत्या हुई थी और जिस उमेश पाल का एक हफ्ते पहले मर्डर किया गया वो भी तो किसी जाति के ही थे।
योगी ने कहा कि इस हत्याकांड के एक आरोपी के साथ अखिलेश यादव की फोटो है और इस पर सफाई देने की बजाय अखिलेश बातों को घुमा रहे हैं। उस समय अखिलेश यादव सदन में नहीं थे। वे तमिलनाडु दौरे पर थे। लेकिन जैसे ही उन्हें खबर लगी कि योगी ने उनपर माफिया को संरक्षण देने का आरोप लगाया है तो अखिलेश ने तुरंत जबाव दिया। उन्होंने ट्विटर पर लिखा- ‘ख़ुद पर लगे केसों में ख़ुद को ‘माफ़’ करने वालों को ‘माफ़िया’ की बात नहीं करनी चाहिए।’
योगी आदित्यनाथ की बात सही है कि उत्तर प्रदेश में आज भी अपराधियों की जाति देखी जाती है। यहां वर्षों तक जाति के आधार पर माफिया को संरक्षण मिलता था। पहले जातियों का समर्थन हासिल करने के लिए राजनैतिक दलों ने माफिया का सहारा लिया। फिर जातियों के आधार पर ताकतवर बनने वाले बाहुबली-अपराधी खुद राजनीति में उतरे। चुनाव लड़कर विधायक और सांसद बने।
जब उत्तर प्रदेश की राजनीति में अपराधियों का दबदबा हो गया तो उन्हें गुंडागर्दी करने से कौन रोक सकता था। लेकिन पिछले 6 वर्षों में योगी आदित्यनाथ ने इस ट्रेंड को बदल दिया है। उनकी जीरो टॉलरेंस की नीतियों से पुलिस को हिम्मत और ताकत मिली। पहले पुलिस अपराधियों से डरती थी। लेकिन अब अपराधी यूपी पुलिस से थर-थर कांपते हैं।
बुधवार को साबरमती जेल में बंद अतीक अहमद ने सुप्रीम कोर्ट में याचिका दाखिल कर अपनी सुरक्षा की मांग की है। याचिका में यह कहा गया कि अतीक और उनके परिवार के सदस्यों की जान को वास्तविक और प्रत्यक्ष खतरा है।
अपनी याचिका में अतीक ने आरोप लगाया कि उसके दो नाबालिग बेटों को पुलिस ने ‘अवैध रूप से हिरासत’ में ले लिया है और अज्ञात जगह पर रखा है।अतीक ने खुद को गुजरात की साबरमती जेल से यूपी में शिफ्ट करने पर रोक लगाने की मांग की है। याचिका में कहा गया कि याचिकाकर्ता (अतीक अहमद) वास्तव में इस बात को लेकर आशंकित है कि उसे उत्तर प्रदेश पुलिस द्वारा किसी न किसी बहाने फर्जी मुठभेड़ में मार दिया जा सकता है।
अगर सारे राजनीतिक दल माफिया के दुश्मन हो जाएं, गुंडों को टिकट और संरक्षण देना बंद कर दें, अपनी पार्टियों से आपराधिक तत्वों को निकाल बाहर करें तब ना तो गाड़ी पलटने की जरूरत पड़ेगी और ना बुलडोजर चलाने की। यह भी सच है कि अगर माफियाओं के बीच डर पैदा करने के लिए बुलडोजर का इस्तेमाल नहीं किया गया होता, तो कानून और व्यवस्था में सुधार नहीं हो सकता था।
Yogi’s crackdown on mafia: A welcome step for UP
The Prayagraj Development Authority (PDA), on Wednesday and Thursday, used bulldozers to demolish properties of Safdar Ali and Khalid Zafar, two close aides of UP mafia don Atiq Ahmed, presently in Sabarmati jail of Ahmedabad.
This was part of a major crackdown following the February 24 killing of Umesh Pal, a key witness in BSP MLA Raju Pal’s murder case. UP Police has announced a bounty of Rs 50,000 for the arrest of Atiq Ahmed’s son, who along with his mother, has gone underground.
Police says, Atiq Ahmed’s son and three others were involved in the broad daylight killing of Umesh Pal. Police and PDA have identified at least 20 persons, said to be close to Atiq Ahmed and his gang, whose properties have been listed for demolition. These properties are in Chakiya, Teliyarganj, Dhumanganj, Salemsarai, Harwara, Jayantipur, Sadiapur, Mindera, Jhalwa and Atala of Prayagraj city. One of the four accused, Arbaaz, was gunned down by police in an encounter on February 27.
On Wednesday, in Chakiya locality of Prayagraj, the illegal constructions at Zafar Ahmed’s house were razed with the help of bulldozers. Aitq Ahmed’s wife Shaista Parveen was staying in this house with her two sons. She had taken this house belonging to Zafar Ahmed on rent. Police officials allege that this was the house, where the plot to kill Umesh Pal was hatched, and Shaista Parveen met the killers. The building built on 200 sq. metre area costs between Rs 2.5 crore and Rs 3 crore. Before demolition, police, during search, found two rifles and swords. Utmost care was taken to demolish the house because it was in a congested locality.
Last year, Atiq Ahmed’s house was razed to the ground. Zafar Ahmed, who is close to Atiq Ahmed, hails from Banda, UP. He had bought this house two years ago. The day Umesh Pal was gunned down, Shaista Parveen held a press conference and claimed that she had no role in the murder, but after her name was mentioned in police FIR, she went underground. While fleeing, she left her education documents, her children’s birth certificates and driving licences in the house. Zafar Ahmed’s lawyer Khan Saulat Hanif alleged that the demolition was illegal and it was not a benami property. Hanif alleged that no notice was issued by PDA prior to demolition.
Some other associates of Atiq Ahmed, like Guddu Muslim, Nafeez, Armaan, Sadaqat and Ghulam may also face demolition action. The vehicle used for gunning down Umesh Pal belonged to a woman named Rukhsana. Her house may also be demolished. Atiq Ahmed’s son Asad used to stay in Universal Apartments of Lucknow. He along with his associate had come to this flat on February 24 (the day Umesh Pal was killed), and since then, they have all gone underground. Special Task Force of UP police has sent teams to different places to nab the accused. Asad’s flat has been sealed by police and his two luxury cars have been seized.
On Wednesday, in the UP assembly, chief minister Yogi Adityanath lambasted the Samajwadi Party for, what he said, introducing ‘one district, one mafia’, unlike BJP government’s ‘one district, one product’ policy. Yogi said, “Akhilesh Yadav (SP chief) tries to find out the caste of criminals and victims in every case. I want to ask, to which castes did Raju Pal and Umesh Pal belonged? There is a photograph of one of the accused shaking hands with Akhilesh Yadav. Instead of clarifying, Akhilesh is trying to beat around the bush.” Akhilesh Yadav, who had gone to Tamil Nadu, later tweeted: “Those who pardon themselves in cases by giving ‘maafi’, should not talk about mafia”.
Yogi Adityanath is right. Even today, castes of criminals and victims in UP are taken note of. For decades, mafia leaders and gangsters in UP got political protection because of their castes and communities. Political parties took the help of mafia leaders to garner support from certain castes and communities. Later gangsters became politicians and contested elections to become MPs and MLAs.
Over the years, these mafia dons wielded tremendous clout in UP politics. Nobody had the courage to stop them from committing crimes which included land grabbing, extortion and murders. In the last six years, Yogi Adityanath changed this trend. Because of his zero-tolerance policy towards criminals, police officials gained confidence and courage. Earlier, policemen used to fear mafia dons, but now gangsters tremble at the sight of UP police.
On Wednesday, Atiq Ahmed, from Sabarmati jail, filed a petition before Supreme Court, seeking protection for his life. In his petition, he claimed that there is a “genuine and perceptible threat” to his life and his family members. In his petition, he alleged that
his two minor sons have been taken into “illegal custody” by police and kept in an undisclosed location. Atiq has sought a direction from the apex court restraining UP police from taking him from Sabarmati central jail to Prayagraj or any other part of Uttar Pradesh. The petition says, “Petitioner genuinely apprehends and believes that he may be killed in a fake encounter on one pretext or the other by UP police”.
Questions are now being raised about encounters. But remember the dark days when mafia dons ruled the roost in UP. It is true that innocent people must not become victims, but it is also true that had not bulldozers been used to strike fear among the mafia dons, the overall law and order situation could not have improved.
शराब घोटाला : क्या पंजाब में भी भगवंत मान को मुसीबतों का सामना करना पड़ेगा ?
सुप्रीम कोर्ट में मंगलवार को मनीष सिसोदिया की जमानत अर्ज़ी खारिज होने के कुछ ही मिनट बाद दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने अपने दो मंत्रियों, सिसोदिया और सत्येंद्र जैन का इस्तीफा मंजूर कर लिया और इसे उपराज्यपाल के पास भेज दिया। ऐसी खबरें हैं कि अन्य मंत्रियों पर काम का बोझ कम करने के लिए आम आदमी पार्टी के दो विधायक, सौरभ भारद्वाज और आतिशी को मंत्री बनाया जा सकता है।
सत्येंद्र जैन पिछले 9 महीने से तिहाड़ जेल में हैं, वहीं उपमुख्यमंत्री मनीष सिसोदिया 18 विभागों को संभाल रहे थे। सिसोदिया के पास वित्त, योजना, लोक निर्माण, श्रम, उत्पाद शुल्क, शिक्षा, तकनीकी और उच्च शिक्षा, विजिलेंस, पर्यटन, गृह, स्वास्थ्य, शहरी विकास, सिंचाई और बाढ़ नियंत्रण, बिजली, पानी और उद्योग जैसे अहम विभाग थे। सत्येंद्र जैन को पिछले साल मई महीने में मनी लॉन्ड्रिंग के मामले में गिरफ्तार किया गया था जबकि सिसोदिया दिल्ली शराब घोटाले में सीबीआई की हिरासत में है।
सुप्रीम कोर्ट में मंगलवार को चीफ जस्टिस डी वाई चंद्रचूड़ और जस्टिस पीएस नरसिम्हा की बेंच ने सिसोदिया के वकील से कहा कि जमानत के लिए या तो ट्रायल कोर्ट या दिल्ली हाई कोर्ट का दरवाजा खटखटाएं।
सुप्रीम कोर्ट की बेंच ने सिसोदिया के वकील अभिषेक मनु सिंघवी से कहा: ‘यह भ्रष्टाचार निवारण अधिनियम का मामला है। क्या आप राहत पाने के लिए दिल्ली हाईकोर्ट के सामने यही दलीलें नहीं रख सकते? आपके पास दिल्ली हाईकोर्ट जाने के भी उपाय हैं। आप हाईकोर्ट जाएं, जो हमारे फैसलों से बंधा है…आप इन सभी बातों को सक्षम कोर्ट के सामने रख सकते हैं। नहीं तो फिर ऐसा होगा कि जमानत याचिकाओं पर विचार के लिए भी लोग सीधे सुप्रीम कोर्ट आएंगे और यह ऐसे मामलों की सुनवाई का पहला मंच बन जाएगा। दिल्ली में घटना होने का मतलब यह नहीं है कि आप सीधे सुप्रीम कोर्ट आ जाएं.. आपके पास निचली अदालत के साथ-साथ दिल्ली हाईकोर्ट के पास जाने के भी उपाय हैं। हमें उस प्रक्रिया में दखल नहीं देना चाहिए।”
इस बीच, सीबीआई ने संकेत दिया है कि वह सिसोदिया की पांच दिन की हिरासत की मियाद बढ़ाने की मांग करेगी । सुप्रीम कोर्ट में सिसोदिया की जमानत अर्ज़ी खारिज होने के तुरंत बाद, डिप्टी सीएम के इस्तीफे की तीन पन्नों की चिट्ठी मीडिया को जारी की गई।
अपने इस्तीफे की चिट्ठी में सिसोदिया ने लिखा – “मैं और मेरा भगवान जानते हैं कि ये सभी आरोप झूठे हैं. ये आरोप वास्तव में कायरों और कमजोरों की साजिश से ज्यादा कुछ नहीं हैं, जो लोग अरविंद केजरीवाल की सच की राजनीति से डरे हुए हैं. मैं उनका निशाना नहीं हूं, आप [केजरीवाल] उनके निशाने पर हैं. क्योंकि आज दिल्ली ही नहीं बल्कि पूरे देश की जनता आपको एक ऐसे नेता के रूप में देख रही है जिसके पास देश के लिए एक विजन है और उसे लागू करके लोगों के जीवन में बड़े बदलाव लाने की क्षमता है.’
मुख्यमंत्री केजरीवाल की तारीफ करते हुए पत्र में सिसोदिया ने लिखा – ‘अरविंद केजरीवाल आज देश भर में आर्थिक संकट, गरीबी, बेरोजगारी, महंगाई और भ्रष्टाचार जैसी समस्याओं से जूझ रहे करोड़ों लोगों की आंखों में उम्मीद का नाम बन गए हैं… उन्होंने बहुत कोशिश की थी कि मैं आपका (केजरीवाल) साथ छोड़ दूं। मुझे डराया, धमकाया, लालच दिया। जब मैं उनके सामने नहीं झुका तो मुझे गिरफ्तार कर जेल में डाल दिया। सच्चाई के रास्ते पर चलते हुए जेल जानेवाला मैं दुनिया का पहला आदमी नहीं हूं… मेरे खिलाफ लगाए गए ये सभी आरोप फर्जी हैं और ये कायर और कमजोर लोगों द्वारा रची गई साजिश से ज्यादा कुछ नहीं है। ये लोग अरविंद केजरीवाल की सच्चाई की राजनीति से घबराए हुए लोग हैं।’
पत्र में सिसोदिया ने लिखा: “सरकारी स्कूल के लाखों बच्चों और उनके माता-पिता की दुआएं मेरे साथ हैं। मेरे पास सबसे बड़ी चीज उन हजारों शिक्षकों का आशीर्वाद है, जिन्होंने दिल्ली में शिक्षा के क्षेत्र में क्रांति ला दी।“ सिसोदिया ने अपनी चिट्ठी का अंत इन क्रांतिकारी पंक्तियों के साथ की- ‘सरफरोशी की तमन्ना अब हमारे दिल में है, देखना है जोर कितना बाजू-ए-कातिल में है।’
अब सवाल उठता है कि क्या सिसोदिया और जैन दोनों ने अपना इस्तीफा केजरीवाल को पहले ही दे दिया था, क्योंकि दोनों के इस्तीफे को सुप्रीम कोर्ट के आदेश के तुरंत बाद मुख्यमंत्री ने मंजूर कर लिया। हैरानी की बात है कि पिछले नौ महीने जेल में रहने के बावजूद केजरीवाल ने जैन को अपने कैबिनेट से नहीं हटाया। दूसरी ओर, सिसोदिया का इस्तीफा गिरफ्तारी के 48 घंटे के भीतर मंजूर कर लिया। क्या केजरीवाल अब इसे नैतिकता का मुद्दा बनाकर जनता के बीच जाएंगे?
बीजेपी के वरिष्ठ नेता रवि शंकर प्रसाद मंगलवार को अपनी प्रेस कॉन्फ्रेंस पूरी करके जा ही रहे थे तभी उन्हें दोनों मंत्रियों के इस्तीफा मंजूर करने की जानकारी मिली। वे लौटे और कहा कि यह दिल्ली में उनकी पार्टी के कार्यकर्ताओं की जीत है कि एक मंत्री जेल में है और दूसरा सीबीआई की हिरासत में है।
आम आदमी पार्टी के नेता संजय सिंह ने विक्टिम कार्ड खेलते हुए कहा कि सिसोदिया को दिल्ली की शिक्षा प्रणाली को सुधारने के लिए दंडित किया गया है। आप नेताओं ने कहा, सिसोदिया और जैन दोनों अब मंत्री नहीं हैं, लेकिन पार्टी उनके साथ मजबूती से खड़ी है।
एक ओर टीएमसी प्रमुख ममता बनर्जी, केरल के मुख्यमंत्री पिनाराई विजयन, तेलंगाना के मुख्यमंत्री के. चंद्रशेखर राव और महाराष्ट्र के पूर्व मुख्यमंत्री उद्धव ठाकरे ने सिसोदिया की गिरफ्तारी को ‘राजनीतिक प्रतिशोध’ बताते हुए सार्वजनिक तौर पर आम आदमी पार्टी का समर्थन किया लेकिन दूसरी ओर कांग्रेस प्रवक्ता सुप्रिया श्रीनेत ने सवाल उठाया कि जब कांग्रेस नेता पवन खेड़ा को दिल्ली हवाई अड्डे पर गिरफ्तार किया गया तो केजरीवाल और उनके सहयोगी चुप क्यों थे।
मनीष सिसोदिया के मामले में सीबीआई कुछ भी कहे, अदालत जो भी फैसला सुनाए, केजरीवाल और बाकी विरोधी पार्टियों के लोग इसमें प्रधानमंत्री नरेंद्र मोदी को घसीटेंगे। इसे गौतम अडानी से जोड़ेंगे। वे सरकार पर विरोधियों का गला दबाने और दोस्तों को बचाने का आरोप लगाते रहेंगे। लेकिन बड़ा सवाल ये है कि मनीष सिसोदिया और सत्येंद्र जैन ने इस्तीफा क्यों दिया?
अब तक तो आम आदमी पार्टी की पॉलिसी यह रही है कि कितने भी आरोप लगें, मंत्री चाहे जेल में रहें लेकिन इस्तीफा देने की जरूरत नहीं पड़ी। सत्येन्द्र जैन नौ महीने से जेल में हैं, मगर न तो उनसे इस्तीफा मांगा गया और ना ही उन्होंने इस्तीफा दिया। मनीष सिसोदिया के मामले में भी केजरीवाल ने सुप्रीम कोर्ट से राहत मिलने का इंतजार किया और जब उनके पक्ष में फैसला नहीं आया तो फिर मनीष सिसोदिया के पहले से तैयार इस्तीफे का ऐलान हुआ। जब मनीष का इस्तीफा हो गया तो जेल में बंद सत्येंद्र जैन अपने पद पर कैसे बने रह सकते थे । उसका ऐलान भी करना पड़ा। साफ है कि जेल में बंद मंत्रियों के पास इस्तीफा देने के अलावा कोई चारा नहीं बचा था।
केजरीवाल के लिए एक और परेशानी की बात ये है कि इन दोनों के इस्तीफे के बाद कैबिनेट में जो वरिष्ठ मंत्री बचे हैं वे भी मुसीबत में हैं। डीटीसी बस खरीद मामले में परिवहन मंत्री कैलाश गहलोत पर सीबीआई जांच की तलवार लटक रही है। सीबीआई ने दिल्ली के बस घोटाले की भी जांच शुरू कर दी है। मंगलवार को दिल्ली के नंदनगरी डिपो में सीबीआई की रेड हुई है। अगर सीबीआई को घोटाले के सबूत मिले तो फिर कैलाश गहलोत की मुसीबतें भी बढ़ेंगी।
केजरीवाल के लिए चिंता की दूसरी बात ये है कि शराब घोटाले की आंच अब पंजाब में भगवंत मान सरकार तक पहुंचने लगी है। पंजाब में भी शराब को लेकर आबकारी नीति (एक्साइज पॉलिसी) बदली गई। वहां भी पॉलिसी को बदलने के बाद उसे रातों-रात वापस ले लिया गया। नई शराब नीति के लिए जो ऑनलाइन फॉर्म रिलीज किए थे उन्हें वेबसाइट से हटा दिया गया है। इल्जाम ये है कि पंजाब की आबकारी नीति भी दिल्ली की ही तर्ज पर बनी थी। इसके बाद लाइसेंस रिन्यू करने के लिए ऑनलाइन फॉर्म जारी किए गए थे लेकिन मनीष सिसोदिया की गिरफ्तारी के बाद ऑनलाइन फॉर्म वापस लेने का फैसला हुआ।
पंजाब के शराब कारोबारी और विपक्ष के नेता पहले से ही इस नई शराब नीति का विरोध कर रहे थे। विपक्ष का आरोप है कि पंजाब की जो नई आबकारी नीति बनी उसका सारा ड्राफ्ट दिल्ली में मनीष सिसोदिया के घर पर ही तय किया गया। पॉलिसी ऐसी बनाई गई कि पंजाब में शराब का सारा कारोबार बाहर के व्यापारियों के हाथों में चला जाएगा। इसीलिए अब अकाली दल और बीजेपी के नेता पंजाब की शराब नीति की भी सीबीआई जांच कराने की मांग कर रहे हैं।
बीजेपी के नेता मनजिंदर सिंह सिरसा ने दावा किया कि उन्होंने पिछले साल सितंबर में ही ईडी और सीबीआई को चिट्ठी भेजकर पंजाब में हो रहे शराब घोटाले की शिकायत की थी। सिरसा का आरोप है कि पंजाब सरकार की एक्साइज पॉलिसी बनाने के लिए पंजाब के आबकारी मंत्री और अफसर दिल्ली आते थे और मनीष सिसोदिया के घर पर मीटिंग होती थी। इन लोगों ने ऐसी पॉलिसी बनाई कि होलसेल का काम सिर्फ दो ही पार्टियों को मिले। सिरसा ने सीबीआई को जो चिट्ठी भेजी था उसमें राघव चड्ढा, मनीष सिसोदिया, विजय नायर, पंजाब की SAS नगर विधानसभा सीट से आम आदमी पार्टी के विधायक कुलवंत सिंह समेत 14 लोगों को नामजद आरोपी बनाने की मांग की थी। सिरसा का आरोप है कि जिन कंपनियों पर केस चल रहे हैं, जो कंपनियां ब्लैकलिस्टेड हैं, उन्हें पंजाब में शराब का कारोबार सौंपने की तैयारी हो रही है।
जिस तरह से शराब घोटाले में मनीष सिसोदिया फंसे हैं अगर उस तरह पंजाब में भी एक्शन हुआ और पंजाब सरकार के मंत्री लपेटे में आए तो केजरीवाल के लिए जवाब देना मुश्किल हो जाएगा। चूंकि पंजाब सरकार ने शराब के ठेकों के लिए जो ऑनलाइन फॉर्म जारी किए थे उन्हें वापस लेते हुए वेबसाइट से हटा लिया है, इसलिए संदेह और बढ़ गया है। यही कारण है कि अब पंजाब में भी विरोधी दलों ने भगवंत मान और अरविन्द केजरीवाल पर हमले तेज कर दिए हैं।
Liquor scam: Will Bhagwant Mann face fresh trouble in Punjab?
Within minutes of the Supreme Court rejecting Manish Sisodia’s bail plea on Tuesday, Delhi Chief Minister Arvind Kejriwal accepted the resignations of two ministers, Sisodia and Satyendar Jain, and forwarded them to the Lt. Governor for approval. There are reports that two AAP MLAs, Saurav Bhardwaj and Atishi, may be inducted as ministers, to ease the work load on other ministers.
With Saytendar Jain in Tihar jail since the last nine months, Manish Sisodia as Deputy Chief Minister was handling 18 departments, which included Finance, Planning, Public Works, Labour, Excise, Education, Technical & Higher Education, Vigilance, Tourism, Home, Health, Urban Development, Irrigation and Flood Control, Power, Water and Industry. Jain was arrested in May last year in a money laundering case, while Sisodia is now in CBI custody in the Delhi liquor excise scam.
In the Supreme Court, on Tuesday, a bench of Chief Justice D Y Chandrachud and Justice P S Narasimha told Sisodia’s counsel to approach either the trial court or Delhi High Court for bail.
The bench told Sisodia’s counsel Abhishek Manu Singhvi: “This is a case under Prevention of Corruption Act. Can you not make the same arguments before the Delhi High Court, which is available to you as a forum to seek similar reliefs? Go to the High Court, which is bound by our judgements…. You can raise all these arguments before the competent court. Otherwise, what will happen is that we will be the first forum for entertaining bail petitions. An incident happening in Delhi does not mean, you will rush to the Supreme Court.. You have the full remedy of moving the competent court and the Delhi High Court. We should not be interfering in that process.”
Meanwhile, CBI has indicated that it intends to seek extension of five-day remand for Sisodia. Soon after the apex court turned down Sisodia’s bail plea, the deputy chief minister’s three-page letter in Hindi was released to the media.
In his resignation letter, Sisodia wrote: “ They tried hard to force me to leave you (Kejriwal). They even threatened and coerced me. When I did not bow down, they arrested me. But I am not the first person in the world who has gone to jail while fighting on the path of truth. ..All these charges levelled against me are fake and it is nothing more than a conspiracy hatched by cowards, who are afraid of Arvind Kejriwal’s politics of truth. I am not their target, but you.”
Praising the chief minister, Sisodia wrote: “Arvind Kejriwal has become a beacon of hope for people who are faced with financial crisis, poverty, unemployment, price rise and corruption. Your words are not viewed as ‘jumlas’ … The prayers of lakhs of government school children and their parents are with me. The biggest thing that I have is the blessings of thousands of teachers who brought about a revolution in the field of education in Delhi.” He ended the letter with the famous revolutionary couplet, “Sarfaroshi ki tamnna ab hamare dil me hai, dekhna hai zor kitna baajoo-e-qatil me hai.”
The question arises whether both Sisodia and Jain had given their resignation letters to Kejriwal in advance, as both were accepted by the chief minister soon after the apex court order. It is surprising that Kejriwal had not removed Jain from his cabinet even though he has been in jail for the last nine months. On the other hand, Sisodia’s resignation was accepted within 48 hours of his arrest. Will Kejriwal now make it an issue of morality and go to the people?
Senior BJP leader Ravi Shankar Prasad had finished his press conference on Tuesday and was leaving when he got information about the acceptance of the resignations of both ministers. He returned and commented that it was the victory of his party’s workers in Delhi that one minister is in jail and the other is in CBI custody.
AAP leader Sanjay Singh sought to play the victim card and said that Sisodia has been punished for revamping Delhi’s education system. AAP leaders said, both Sisodia and Jain may not be ministers any more but the party stands solidly behind them.
On one hand, TMC chief Mamata Banerjee, Kerala CM Pinarayi Vijayan, Telangana CM K. Chandrashekhar Rao and former Maharashtra CM Uddhav Thackeray have publicly supported AAP, describing Sisodia’s arrest as part of what they called ‘political vendetta’, but on the other hand, Congress spokesperson Supriya Shrinate raised the question why Kejriwal and his associates were silent when Congress leader Pawan Khera was arrested at Delhi airport.
Whatever CBI or the courts may say about Manish Sisodia, Kejriwal and other opposition parties will now sharpen their attacks on Prime Minister Narendra Modi and industrialist Gautam Adani. They will allege that the opposition is being muzzled and Modi is trying to shield his friends. But the main question is: Why did Sisodia and Jain resign?
Till now, Aam Aadmi Party had been saying there was no necessity for the ministers to resign, even if they are in custody. Satyendar Jain is in jail since nine months, but his resignation was never sought nor did he tender his resignation. In Sisodia’s case, the AAP leadership waited for the Supreme Court hearing, and when the apex court denied bail, the announcement of resignations of both the ministers was made. Clearly, there was no way out for the ministers in custody, but to resign.
For Kejriwal, there is fresh trouble brewing. Transport Minister Kailash Gehlot is facing the sword of CBI probe in the DTC bus purchase case. On Tuesday, CBI sleuths went to Nand Nagri DTC bus depot in connection with the probe which was approved by the Lt. Governor in August last year.
Secondly, the Delhi liquor excise scam has its fallout in Punjab, where Chief Minister Bhagwant Mann’s government had implemented the new liquor excise policy. Opposition leaders in Punjab have pointed out that the Punjab excise policy is similar to that of Delhi, and it appeared to have been drafted by Manish Sisodia and his team. Online licence renewal forms that were posted on the website of Punjab excise department’s website have been suddenly removed.
Liquor traders and opposition leaders had been opposing the new excise policy. Both Shiromani Akali Dal and BJP have demanded a CBI probe into Punjab excise policy case. BJP leader Manjinder Singh Sirsa had drawn the attention of CBI and ED in September last year alleging a scam. He had alleged that the Punjab excise minister had gone to Delhi and there used to be meetings in Sisodia’s residence to draft the excise policy.
Sirsa alleged that the policy was formulated in such a manner that the wholesale trade was given to only two parties. In his letter to CBI, Sirsa had demanded that case be filed against 14 persons including Raghav Chadha, Manish Sisodia, Vijay Nair, and AAP MLA from SAS Nagar Kulwant Singh. Sirsa alleged that companies that have been blacklisted are going to get liquor licences in Punjab.
If AAP ministers and leaders in Punjab face CBI action, as it happened in Delhi, it could become difficult for Kejriwal to give a credible reply. The sudden withdrawal of online licence renewal forms from Punjab excise department’s website has already led to suspicions. The opposition in Punjab is bound to make it an issue.
