कृषि कानूनों पर सुप्रीम कोर्ट के कदम से लोग क्यों खुश नहीं हैं?

AKB30 तीन नए कृषि कानूनों के खिलाफ किसानों के आंदोलन को लेकर सुप्रीम कोर्ट ने मंगलवार को दो बड़े कदम उठाए: पहला तो यह कि अदालत ने तीनों कानूनों पर फिलहाल रोक लगा दी, और दूसरा एक एक्सपर्ट कमेटी भी बना दी, जो किसानों से बात करके 2 महीने में सुप्रीम कोर्ट को अपनी रिपोर्ट देगी।

अब मुसीबत ये है कि सरकार इस बात से खुश नहीं है कि कानूनों पर रोक लगा दी गई, और किसान इस बात से नाराज़ हैं कि सुप्रीम कोर्ट ने उनसे बिना पूछे कमेटी बना दी। एक तरफ सरकार के समर्थकों का कहना है कि सुप्रीम कोर्ट को संसद द्वारा पास किए गए कानून पर रोक लगाने का कोई हक नहीं है, लेकिन राष्ट्रहित में, सरकार सुप्रीम कोर्ट के फैसले को मानेगी। वहीं, दूसरी तरफ किसान कह रहे हैं कि सुप्रीम कोर्ट ने जो कमेटी बनाई है वे उससे बात तक नहीं करेंगे। किसान नेताओं का आरोप है कि इस कमेटी में शामिल एक्सपर्ट्स नए कृषि कानूनों के समर्थक हैं। किसान नेता पूछ रहे हैं कि सुप्रीम कोर्ट को कमेटी के चारों मेंबर्स के नाम किसने सुझाए और यह कदम किसकी अपील पर उठाया गया।

किसान नेताओं ने साफ कह दिया है कि जब तक तीनों कानून वापस नहीं होंगे, तब तक वे सड़क पर जमे रहेंगे। सुप्रीम कोर्ट ने किसानों से अपील की है कि वे कम से कम सर्दी में सड़क पर बैठे बच्चों, बुजुर्गों और महिलाओं को वापस भेजें लेकिन किसानों ने एलान कर दिया कि कोई वापस नहीं जाएगा और आंदोलन जारी रहेगा। कल तक जो किसान नेता सुप्रीम कोर्ट की तारीफ कर रहे थे, आज वही आरोप लगा रहे हैं कि सुप्रीम कोर्ट तो सरकार की मदद कर रहा है। पहले जो किसान नेता सरकार पर शक कर रहे थे, अब वही सुप्रीम कोर्ट की नीयत पर सवाल उठा रहे हैं।

किसान पहले सरकार की नहीं सुन रहे थे और अब कह रहे हैं कि सुप्रीम कोर्ट की भी नहीं सुनेंगे, तो सवाल उठता है कि वे लोकतंत्र में फिर किसकी सुनेंगे?

लोकतंत्र में सरकार कानून और संविधान के आधार पर काम करती है। ये तो नहीं हो सकता कि मेरे मन की नहीं हुई तो नहीं सुनेंगे। इस तरह के रुख से तो अराजकता पैदा हो सकती है। जिसका मन होगा वह सड़क पर बैठ जाएगा, और जब तक उसकी मांग पूरी नहीं होगी तब तक रोड को बंद रखेगा।

क्या जिस संसद को देश की जनता ने चुना, वह कानून नहीं बनाएगी? क्या जिस सरकार को देश की जनता ने चुना उसको कानून लागू करने का हक नहीं दिया जाएगा? क्या अब सारे फैसले सड़क पर होंगे? क्या लोग अब सुप्रीम कोर्ट की अपील भी नहीं सुनेंगे?

यह बेहद दुखद है कि किसान कार्यपालिका, विधायिका या न्यायपालिका, किसी की भी सुनने के लिए तैयार नहीं हैं। मंगलवार को किसान नेताओं ने साफ आरोप लगाया कि सुप्रीम कोर्ट भी सरकार की मदद कर रहा है, और कमेटी का गठन भी सरकार को बचाने के लिए किया गया है। उन्होंने कहा कि कमेटी के सदस्य भी सरकार की मर्जी के हैं।

चीफ जस्टिस ऑफ इंडिया की अध्यक्षता वाली 3 जजों की बेंच ने किसानों से बात करने के लिए जो कमेटी बनाई है, उसके चारों एक्सपर्ट्स के बारे में आपको बता देता हूं।

इस कमेटी के अध्यक्ष अशोक गुलाटी हैं, जो कि एक एग्रीकल्चर इकॉनमिस्ट हैं। वह भारतीय अंतरराष्ट्रीय आर्थिक संबंध अनुसंधान परिषद (ICRIER) में एक प्रोफेसर थे और 1991 से 2001 तक प्रधानमंत्री की आर्थिक सलाहकार काउंसिल के मेंबर रहे हैं। कमेटी के दूसरे मेंबर डॉक्टर प्रमोद कुमार जोशी हैं। वह अंतरराष्ट्रीय खाद्य नीति अनुसंधान संस्थान (IFPRI) से जुड़े रहे हैं और इसके डारैक्टर भी रह चुके हैं। इनके अलावा बाकी के 2 मेंबर किसान संगठनों के नेता हैं, भूपिंदर सिंह मान राज्यसभा सांसद रह चुके हैं और भारतीय किसान यूनियन के अध्यक्ष हैं जबकि अनिल घनवट शिवकेरी संगठन से ताल्लुक रखते हैं जिससे महाराष्ट्र के लाखों किसान जुड़े हुए हैं। 2019 के लोकसभा चुनावों के दौरान भूपिंदर सिंह मान ने बीकेयू के अपने समर्थकों से कांग्रेस के समर्थन में मतदान करने के लिए कहा था क्योंकि उन्होंने किसानों के लिए कांग्रेस के घोषणापत्र को बीजेपी के घोषणापत्र से बेहतर पाया था। अनिल घनवट और अशोक गुलाटी भी कभी किसी राजनीतिक दल से नहीं जुड़े थे।

केंद्र और किसान नेताओं के बीच शुरुआती दौर की बातचीत के दौरान, सरकार से कृषि विशेषज्ञों की एक कमेटी बनाने का प्रस्ताव रखा था, लेकिन किसान नेता इसके लिए तैयार नहीं हुए। अब सुप्रीम कोर्ट ने कमेटी बनाई है जिसमें कृषि के एक्सपर्ट हैं तो किसान नेता कह रहे हैं कि इस कमेटी के मेंबर्स से वे इसलिए बात नहीं करेंगे कि ये लोग नए कृषि कानूनों के समर्थक हैं। ऐसे में सवाल उठता है कि किसान नेता पहले चरण में केंद्र के साथ बातचीत के लिए तैयार ही क्यों हुए यदि उनकी मुख्य मांग तीनों कृषि कानूनों को निरस्त करना है?
भले ही सरकार कृषि कानूनों पर रोक लगाने के सुप्रीम कोर्ट के कदम से खुश नहीं है, लेकिन फिर भी वह कमेटी के गठन के लिए सहमत हो गई है। सरकार का कहना है कि संसद में पास हुए कानूनों पर सुप्रीम कोर्ट द्वारा इस तरह रोक लगाना ठीक नहीं है। कानून बनाने का काम संसद का है, विधानसभाओं का है और इन्हें लागू करने का काम सरकार का है। संविधान में विधायिका, कार्यपालिका और न्यायपालिका, सबकी भूमिकाएं सुनिश्चित की गई हैं।

सुप्रीम कोर्ट की भूमिका तभी आती है जब या तो संविधान की अवहेलना की गई हो या मौलिक अधिकारों का हनन होता हो। इस मामले में ऐसा कुछ भी नहीं है। ये संकट तो कुछ किसान संगठनों द्वारा आर्टीफिशियली क्रिएट किया गया है।

मुझे इस बात पर भी हैरत हुई कि सुप्रीम कोर्ट ने कहा कि सरकार ने इस मामले को ठीक तरह से हैंडल नहीं किया। किसानों को धरने पर बैठे हुए 45 दिन हो गए और उन्होंने हाइवे को ब्लॉक कर रखा है। लेकिन सरकार ने कभी बल प्रयोग नहीं किया और पुलिस ने काफी संयम दिखाया है।

जब ऐसी अफवाह उड़ी कि पुलिस रातोंरात किसानों को लाठी और गोली के बल पर हटाएगी तो पुलिस अफसरों ने जाकर किसानों को समझाया और इस शक को दूर किया। सरकार के 3-3 मंत्रियों ने किसान नेताओं से कई-कई राउंड में बात की। इसलिए यह कहना ठीक नहीं है कि सरकार ने संवेदना नहीं दिखाई, या इस मामले को ठीक से हैंडल नहीं किया।

सरकार तो अभी भी तीनों कृषि कानूनों में संशोधन करने के लिए तैयार है, लेकिन जिद पर कौन अड़ा है ये इस बात से साफ हो जाता है कि किसान संगठनों के नेता कह रहे हैं कि जब तक कानून वापस नहीं होगा तब तक घर वापसी नहीं होगी। एक और बात जो किसान नेताओं की जिद दिखाती है वो ये है कि सुप्रीम कोर्ट ने कानूनों पर रोक लगा दी, तो भी किसान 26 जनवरी को ट्रैक्टर परेड निकालने पर अड़े हुए हैं।

भारतीय किसान यूनियन के नेता राकेश टिकैत ने कहा है कि वह 26 जनवरी को ट्रैक्टर पर तिरंगा लगाकर रैली निकालेंगे। वहीं, पंजाब के एक अन्य किसान नेता ने कहा है कि उनका आंदोलन गणतंत्र दिवस के बाद भी जारी रहेगा।

अब एक बात बिल्कुल साफ हो गई है कि किसानों का आंदोलन पूरी तरह शक और अविश्वास पर आधारित है।

पहले किसान नेता कहते थे कि सरकार एमएसपी और मंडियों को लेकर जो कह रही है उस पर उन्हें शक है। मंगलवार को उन्होंने सुप्रीम कोर्ट की नीयत पर यह कहते हुए शक जाहिर किया कि शीर्ष अदालत सरकार की मदद कर रही है। किसान नेताओं को सुप्रीम कोर्ट की बनाई कमेटी के मेंबर्स पर भी विश्वास नहीं है, और शक का इलाज तो हकीम लुकमान के पास भी नहीं था।

जो कानून संसद ने पास किए हैं उनके बारे में सड़क पर टकराव करके फैसला कैसे हो सकता है? यदि आंदोलन कर रहे लोग सरकार की नहीं सुनेंगे, सुप्रीम कोर्ट की भी नहीं सुनेंगे तो रास्ता कैसे निकलेगा? अगर देश में फैसले इस आधार पर होंगे कि किसने कितनी ज्यादा सड़क घेरी हुई है तो ये गलत परंपरा पड़ जाएगी। फिर एक बडा सवाल ये है कि जो लोग आंदोलन नहीं करेंगे, सड़कों पर नहीं उतरेंगे, लेकिन मेजॉरिटी में होंगे तो क्या उनकी बात भी नहीं सुनी जाएगी?

हमारे देश में बड़ी संख्या में वैसे किसान और उनके संगठन हैं जिन्हें लगता है कि इन कानूनों से उनका फायदा हुआ है। लेकिन सुप्रीम कोर्ट ने उनकी तरफ ध्यान नहीं दिया बल्कि ये कह दिया कि सरकार ने सलाह-मशविरा नहीं किया। नए कृषि कानूनों पर पिछले 20 साल से चर्चा चल रही है। कई कमेटियां बनीं, कई एक्सपर्ट्स ने अपनी राय दी, और कई किसान संगठनों ने ऐसे ही कानून बनाने की मांग की।

बीकेयू के राकेश टिकैत जैसे किसान नेता भी हैं, जिन्होंने पहले तो नए कृषि कानूनों का स्वागत किया था, लेकिन अब अपने समर्थकों के साथ उन्हीं कानूनों का विरोध कर रहे हैं और पिछले 48 दिनों से धरने पर बैठे हैं। ऐसी स्थिति में सुप्रीम कोर्ट कैसे कह सकती है कि बिना कंसल्टेशन के फैसला हुआ?

अब तो ऐसी स्थिति पैदा हो गई है कि न तो नए कृषि कानूनों का समर्थन करने वाले फैसले से खुश हैं और न ही कृषि कानूनों का विरोध करने वाले सुप्रीम कोर्ट के फैसले के साथ हैं। टकराव अभी भी जारी है और इसके चलते आखिरकार भारत का आम आदमी ही कष्ट झेल रहा है।

Why Supreme Court’s steps on farm laws were not welcomed?

AKB30 The Supreme Court on Tuesday took two major steps for breaking the present impasse over farmers’ protests: One, it stayed the implementation of the three new farm laws, and two, it set up a committee of four experts to examine the laws to see which provisions need to be amended and submit its report within two months.
This led to two consequences. One, the Centre is unhappy over the Supreme Court suspending the implementation of farm laws passed by Parliament, and two, the farmers are angry because the apex court set up the committee without consulting them.
On one hand, supporters of the government are of the view that the apex court has no right to stay legislations passed by Parliament, though in the national interest, the Centre has agreed to accept the Supreme Court’s order. On the other hand, farmer leaders have said they will not appear before the committee, because they allege that the experts in the committee are supporters of the new farm laws. The farmer leaders are raising questions on who suggested the names of these four experts for the committee and on whose appeal was this step taken.

The farmer leaders have made it clear that their agitation will continue till the three farm laws are not repealed. The farmer leaders who were till yesterday praising the Supreme Court, are now alleging that the apex court is helping out the government. The same leaders who were doubting the intentions of the government, are now casting doubts on the intentions of the Supreme Court.

Now that the farmers are unwilling to listen both to the elected government and the Supreme Court, the question arises: whom will they listen to in a democracy?

In a democracy, the government functions on the basis of laws and Constitution, and if people start claiming that the government will have to bow to their demands, come what may, then it is a sure recipe for anarchy. Any group can squat on highways, block road movements and insist that its demands are met.

Does not Parliament, elected by the will of the people, has the right to enact laws? Shouldn’t the government elected by the people be given the powers to implement laws? Will all decisions be allowed to be taken on the streets? Will people not even listen to the appeals of the Supreme Court?

It is sad to note that the farmers are unwilling to listen to either the executive, the legislature or the judiciary. On Tuesday, farmer leaders clearly alleged that the apex court was helping the government by picking “pro-government” experts for the committee.

Let us first check the credentials of the four experts selected by the three-judge bench of the Supreme Court headed by the Chief Justice of India.

The chairman of the committee is Ashok Gulati, an agriculture economist who was professor at ICRIER (Indian Council for Research on International Economic Relations) and who has been on the Prime Minister’s Economic Advisory Council from 1991 to 2001. Dr Pramod Kumar Joshi is a former director of International Food Policy Research Institute. The other two are farmers’ representatives, Bhupinder Singh Mann, former Rajya Sabha MP and president of Bharatiya Kisan Union and Anil Ghanwat of Shivkeri Sanghatana, which has a following among lakhs of farmers in Maharashtra. During the 2019 Lok Sabha elections, Bhupinder Singh Mann had asked his BKU supporters to vote in support of Congress because he had found the Congress’ manifesto for farmers better than that of the BJP. Anil Ghanwat was never aligned to any political party, nor was Ashok Gulati.

During the initial rounds of talks between the Centre and farmer leaders, the government had proposed to set up a committee of farm experts, but the farmer leaders rejected the offer. Now they have rejected the committee set up by the Supreme Court saying all the members have already supported the new farm laws. The question arises: Why the farmer leaders agreed for talks with the Centre in the first stage, if their core demand was repeal of the three laws?

Even though the government is not happy with the Supreme Court’s step to stay the implementation of the farm laws, it has agreed to the formation of the committee. The government has opined that it was improper on part of the apex court to put legislations passed by Parliament on hold. Making laws is in the domain of legislature, and it is the executive that implements them. The Constitution clearly demarcates the boundaries between the legislature, the executive and the judiciary.

The Supreme Court normally steps in only when the Constitution is subverted or weakened by enacting laws or when fundamental rights are curtailed. In the present case, there seems to be no such ground for the Supreme Court to put the new agricultural laws on hold. The crisis has been artificially created by farmers’ organizations.

I was surprised to find the apex court observing that the Centre did not handle the farmers’ agitation properly. Farmers are sitting on dharna for the last 45 days and they have blocked movement of vehicles on highways. The government did not use force to quell the protesters and police exercised utmost restraint.

When rumours were circulated that the police may remove the protesters during a midnight swoop, senior police officials went to the farmers and quashed such rumours as baseless. Three union ministers held several rounds of talks with the farmer leaders. Hence it was not correct for the apex court to remark that the Centre did not handle the agitation properly.

The Centre is still ready to amend provisions in the three farm laws, clause by clause, but the farmer leaders are insisting on nothing less than repeal. Their adamant attitude is reflected in a situation where even after the apex court stayed implementation of the farm laws, the farmer leaders are planning to take out a tractor parade on Republic Day.

BKU leader Rakesh Tikait has vowed to take out the tractor rally with national flag on January 26. Another farmer leader from Punjab has said that the agitation will continue even after Republic Day.

One thing is now crystal clear. The entire farmers’ agitation is based on mistrust and suspicions.

First, the farmer leaders said they were suspicious of the government’s intentions on the issue of continuing with agricultural ‘mandis’ and minimum support prices. On Tuesday, they expressed suspicions about the intent of Supreme Court by alleging that the apex court is helping the government. Obviously, there cannot be any treatment for people who have the habit of creating suspicions.

How can the fate of laws passed in Parliament be decided on the streets? How can a solution be explored if the protesters are unwilling to listen to either the government or the Supreme Court? It will be a wrong precedent if decisions are taken on the basis of road blockages and dharnas. Will the voice of the silent majority not be heard, if they do not come to the streets to voice their opinion?

There are a large number of farmers and their organizations who say they have benefited from the new farm laws. Even the Supreme Court did not hear them and observed that there was lack of consultation on part of the government. For the last 20 years, discussions have been going on for framing new farm laws. Several committees were set up, several experts gave their opinions, several farmer unions wanted these new farm laws.

Today we have the BKU leader Rakesh Tikait, who had welcomed the farm laws when they were enacted, but is now opposing the same laws with his supporters and has been sitting on dharna for the last 48 days. In such a situation, how can the apex court say that there was no consulation?

The situation has now come to such a pass that neither the supporters of new farm laws are happy with the Supreme Court’s order, nor are those who are opposing the laws. The impasse continues and the ultimate sufferers are the common people of India.

कोविड टीकाकरण की मुहिम में रोड़े अटकाने की कोशिश करने वालों से सावधान रहें

AKB30 भारत में कोविड-19 महामारी के खिलाफ आखिरी जंग का आगाज हो गया है। नागरिक उड्डयन मंत्री हरदीप पुरी ने बताया कि मंगलवार को 4 विमानन कम्पनियों, एयर इंडिया, स्पाइसजेट, गोएयर और इंडिगो की मदद से हवाई मार्ग के जरिए पुणे से देश के 13 प्रमुख शहरों में कोविशील्ड वैक्सीन की 56.5 लाख खुराकें भेजी गईं। उन्होंने बताया कि इनमें दिल्ली, कोलकाता, चेन्नई, बेंगलुरु, गुवाहाटी, शिलॉन्ग, हैदराबाद, अहमदाबाद, विजयवाड़ा, भुवनेश्वर, पटना, लखनऊ और चंडीगढ़ जैसे शहर शामिल हैं।

राष्ट्रव्यापी कोविड टीकाकरण मुहिम की औपचारिक शुरुआत 16 जनवरी को होगी। सीरम इंस्टीट्यूट ऑफ इंडिया को सोमवार को केंद्र सरकार की तरफ से कोविशील्ड की एक करोड़ 10 लाख डोज का शुरुआती ऑर्डर मिल गया है। सोमवार की शाम को ही 6 रेफ्रिजरेटेड ट्रक पुलिस की कड़ी सुरक्षा में वैक्सीन की डोज ले जाने के लिए पुणे में स्थित SII के प्लांट में पहुंच गए थे। वैक्सीन की डोज देश भर में हवाई जहाज के जरिए भेजने के लिए ये ट्रक मंगलवार की सुबह SII की प्लांट से वैक्सीन लेकर निकल गए थे।

अस्पतालों, राज्य सरकारों, लॉजिस्टिक फर्मों ने कोविड वैक्सीन को चोरी या उठाईगीरी से बचाने के लिए अपने इन्फ्रास्ट्रक्चर को दुरुस्त कर लिया है। वैक्सीन के निर्माता भी इस बात को लेकर सतर्क हैं कि कोई कोविशील्ड वैक्सीन की जाली शीशियां बनाने की कोशिश न करे। केंद्र सरकार ने सोमवार को कहा कि कोविशिल्ड और कोवैक्सिन, जिसे भारत बायोटेक ने निर्मित किया है, दोनों ही टीकों को टीकाकरण कार्यक्रम के शुरुआती चरण में लगाया जाएगा। इसके अलावा 4 और वैक्सीन ऐसी हैं जिन्हें मंजूरी मिलने पर बाद के चरणों में शामिल किया जा सकता है।

देश के सभी मुख्यमंत्रियों के साथ सोमवार को हुई एक वर्चुअल बातचीत में प्रधानमंत्री नरेंद्र मोदी ने उन्हें ऐसे ‘शरारती तत्वों’ के खिलाफ सतर्क रहने के लिए आगाह किया, जो अफवाह और गलत जानकारियां फैलाकर टीकाकरण की मुहिम में रोड़े अटकाने की कोशिश कर सकते हैं। उन्होंने कहा, लगभग 3 करोड़ स्वास्थ्यकर्मियों और अग्रिम मोर्चे पर कार्यरत कर्मचारियों को पहले चरण में मुफ्त टीके दिए जाएंगे। इसके बाद 50 वर्ष से अधिक आयु के और गंभीर बीमारियों से ग्रसित 50 वर्ष से कम आयु के व्यक्तियों का टीकाकरण किया जाएगा।

मोदी ने कहा फ्रंटलाइन वर्कर्स में पुलिस और अर्धसैनिक बलों के जवान, होमगार्ड, आपदा प्रबंधन के स्वयंसेवक और नागरिक सुरक्षा में लगे अन्य जवान शामिल होंगे। उन्होंने कहा कि कुछ देशों द्वारा पहले ही टीकाकरण शुरू किए जाने के बावजूद दुनिया भर में अब तक केवल 2.5 करोड़ लोगों को ही टीका लगाया जा सका है, जबकि भारत का लक्ष्य अगले कुछ महीनों में 30 करोड़ लोगों को टीका लगाना है।

प्रधानमंत्री ने कहा, ‘भारत में टीकों की लॉन्चिंग में देरी को लेकर सवाल उठाए जा रहे थे। कुछ लोग चिल्ला-चिल्लाकर कह रहे थे कि जहां अन्य देशों ने टीकाकरण की मुहिम शुरू कर दी थी, वहीं भारत पिछड़ गया था। मैं उन्हें बताना चाहता हूं कि मैंने हमेशा कहा है कि इस विषय पर साइंटिफिक कम्युनिटी जो कहेगी, वही हम करेंगे, उसी को हम फाइनल मानेंगे और उसी प्रकार चलते रहेंगे।’ मुख्यमंत्रियों को अफवाह फैलाने वालों के खिलाफ आगाह करते हुए मोदी ने कहा, ‘हमें धार्मिक और सामाजिक संगठनों और पेशेवर निकायों के जरिए देश के प्रत्येक नागरिक तक सही जानकारी पहुंचाकर इस तरह की सभी साजिशों को नाकाम करना होगा।’

प्रधानमंत्री ने सभी मुख्यमंत्रियों को अपने जिलाधिकारियों के साथ संपर्क में रहने के लिए कहा। उन्होंने कहा कि जिस तरह चुनावों को लेकर बूथ लेवल तक तैयारी होती है, पोलिंग बूथ वर्कर्स को गाइड किया जाता है, उसी तरह की तैयारी कोरोना वैक्सीन को लेकर हुई है और अब पूरे प्लान को एक्जिक्यूट करने की जिम्मेदारी लोकल एडमिनिस्ट्रेशन की है।

मुख्यमंत्रियों के साथ प्रधानमंत्री की मीटिंग के फौरन बाद महाराष्ट्र सरकार के मंत्री नवाब मलिक ने एक बयान में कहा कि वैक्सीन को लेकर लोगों के मन में कई सवाल हैं इसलिए अच्छा यही होगा कि पहले प्रधानमंत्री खुद टीका लगाकर इस मिशन की शुरुआत करें। नेताओं द्वारा दिए गए ऐसे हल्के बयान लोगों के मन में अनावश्यक भय पैदा करते हैं। ऐसे बयान उन आशंकाओं की भी पुष्टि करते हैं जो प्रधानमंत्री ने अपने भाषण में जताई थीं।

वैक्सीन को लेकर लोगों के मन में भ्रम पैदा करना टीकाकरण मुहिम को सफल बनाने के हमारे संकल्प को कमजोर कर सकता है। ऐसे लोगों को पता होना चाहिए कि फिलहाल हमारे देश में 9 अलग-अलग कोविड वैक्सीन पर काम चल रहा है। मैंने ‘आज की बात’ के अपने पिछले शो में कहा था कि दुनिया की आधी आबादी जब कोविड के टीके लगवाएगी तो उसके लेबल पर ‘मेड इन इंडिया’ लिखा होगा। यह हर भारतीय के लिए गर्व की बात होनी चाहिए।

ऐसे समय में जब पूरी दुनिया हमारे देश पर, हमारे वैज्ञानिकों पर, हमारे डॉक्टरों और फार्मा कंपनियों पर यकीन कर रही है, तो हमारे देश के कुछ अपने लोग स्वदेशी वैक्सीन को लेकर लोगों के मन में डर पैदा करने की कोशिश कर रहे हैं। इससे ज्यादा दुख की बात और क्या हो सकती है। हम आखिरकार कोविड महामारी खिलाफ चल रही जंग जरुर जीतेंगे, लेकिन साथ ही हमें उन शरारती तत्वों से सावधान रहना चाहिए जो कोविड टीकाकरण की ऐतिहासिक मुहिम में रोड़े अटकाने की कोशिश कर सकते हैं।

Beware of elements who may try to sabotage Covid vaccination drive

AKB30 The final battle against Covid-19 pandemic has begun in India. On Tuesday, consignments of 56.5 lakh doses of Covishield vaccine were transported by air from Pune to 14 major cities like Delhi, Kolkata, Chennai, Bengaluru, Guwahati, Shillong, Hyderabad, Ahmedabad, Vijaywada, Bhubaneswar, Patna, Lucknow and Chandigarh, with the help of four airlines, Air India, SpiceJet, GoAir and IndiGo, Civil Aviation Minister Hardeep Puri said.

The formal launch of nationwide Covid vaccination drive will begin from January 16. On Monday, Serum Institute of India received the Centre’s initial purchase order for 1.1 crore Covishield doses. The same evening, six refrigerated trucks reached the SII plant in Pune to transport the vaccine doses under tight police security. The trucks left the SII plant on Tuesday morning to be dispatched across the country by air.

Hospitals, state governments, logistic firms have put their infrastructure in place to protect the Covishield vaccines from pilferage or burglary. The vaccine makers are also alert about any attempt at counterfeiting the Covishield vaccine vials. The Centre said on Monday that both Covishield and Covaxin, manufactured by Bharat Biotech, will be administered in the initial phase of vaccination programme. Four more vaccines are also being readied for induction after approval in the later stages.

In a virtual interaction with all chief ministers of Monday, Prime Minister Narendra Modi, cautioned them to be on the vigil against “mischievous elements” who may try to sabotage the vaccination drive through rumour mongering and spreading disinformation. He said, nearly three crore health care and frontline workers will get free vaccines in the first stage, to be followed by priority groups of people aged above 50 years and those with critical diseases under the age of 50 years.

Modi said the frontline workers will include police and paramilitary personnel, home guards, disaster management volunteers and other jawans in civil defence. He pointed out that while only 2.5 crore people across the world have been vaccinated so far despite an early start by certain countries, India plans to vaccinate 30 crore people in the next few months.

The Prime Minister said, “Questions were raised about the delay in the launch of the vaccines in India. There was screaming and shouting by certain people who said that while other countries had launched the vaccination drive, India was lagging behind. I want to tell them that we decided to go by the opinion of experts and scientists who, for us, are the last work on this issue”.

Cautioning chief ministers against rumour mongers, Modi said, “We have to frustrate all such machinations by reaching out to each individual through religious and social organisations and professional bodies”.

The Prime Minister asked all chief ministers to remain in touch with their district officials and ensure that the local administration execute the vaccination plan successfully in a manner similar to the polling exercise, where polling officials right up to the polling booths are trained.

Soon after the Prime Minister spoke to the chief ministers, a minister from Maharashtra Nawab Malik gave a statement saying that there were reservations in the minds of some people about the vaccines, and the PM should lead the nation in taking the vaccine first. Such loose remarks by politicians creates unnecessary fear in the minds of people and it confirms the worst apprehensions which the PM reflected in his speech.

Creating confusion in the minds of people about vaccines can ultimately weaken our resolve to make the vaccination drive a success. Such naysayers should know that as of this moment, nine different types of Covid vaccines are being manufactured in India. I had said in my previous ‘Aaj Ki Baat’ show that half of the world’s population will be taking the Covid vaccines which will carry the label ‘Made in India’. This should be a matter of pride for every Indian.

At a time when the entire world trusts the capabilities of our scientists, doctors and drugs companies, it is a matter of sadness that some vested interests are trying to sow seeds of confusion in the minds of Indians about the vaccines. We will ultimately win the war on Covid pandemic, but at the same time, we must be wary of mischievous elements who may try to sabotage the historic Covid vaccination drive.

किसान नेता कोई भी बात सुनने के लिए तैयार क्यों नहीं हैं?

akbअब यह बिल्कुल साफ हो गया है कि दिल्ली के बॉर्डर पर बीते 45 दिनों से धरना दे रहे किसान यूनियनों के नेता कोई भी बात सुनने के लिए तैयार नहीं हैं और टकराव के रास्ते पर आगे बढ़ते जा रहे हैं। शुक्रवार को केंद्र ने भी अपने रुख को सख्त करते हुए तीनों कृषि कानूनों को निरस्त करने की किसी भी संभावना को पूरी तरह खारिज कर दिया। केंद्रीय कृषि मंत्री नरेंद्र सिंह तोमर और वाणिज्य मंत्री पीयूष गोयल ने किसान नेताओं को साफ-साफ कहा कि कानून निरस्त नहीं होंगे और यदि किसान संगठनों को सरकार की बात पर यकीन नहीं है तो सुप्रीम कोर्ट की बात मानें। कानूनों के बारे में सुप्रीम कोर्ट की राय भी 11 जनवरी यानी कि सोमवार को सामने आ जाएगी।

किसान यूनियनों के नेताओं ने केंद्र की तरफ से रखे गए हर प्रस्ताव को खारिज कर दिया: उन्होंने कृषि कानूनों में संशोधन करने के तोमर के प्रस्ताव को यह कहते हुए खारिज कर दिया कि जब तक ‘कानून वापसी’ नहीं होगी तब तक ‘घर वापसी’ नहीं होगी। उन्होंने केंद्र से कहा कि यदि सुप्रीम कोर्ट भी उनसे धरना खत्म करने के लिए कहता है तो वे ऐसा नहीं करेंगे। उन्होंने यह कहते हुए सुप्रीम कोर्ट के द्वारा नियुक्त पैनल के सामने भी अपनी बात रखने से इनकार कर दिया कि इस मसले पर अदालत नहीं बल्कि चुनी हुई सरकार फैसला करेगी। उन्होंने तोमर के बाबा लक्खा सिंह को मध्यस्थता करने देने के तीसरे प्रस्ताव को भी यह कहते हुए खारिज कर दिया कि यह कोई धार्मिक मसला नहीं है।

तोमर ने किसान नेताओं से कहा कि चूंकि सरकार ने उनकी चार मांगों में से दो मांगें पहले ही मान ली हैं और न्यूनतम समर्थन मूल्य को जारी रखने के लिए लिखित गारंटी देने को तैयार है, इसलिए कृषि कानूनों को निरस्त करने की मांग ही एकमात्र ऐसा विवादित मुद्दा रह जाता है जिसका समाधान निकलना बाकी है। तोमर ने कहा कि सरकार तीनों कृषि कानूनों को किसानों द्वारा बनाई गई किसी कमिटी के सामने रखने के लिए भी तैयार है ताकि वह इनमें संशोधन के लिए सुझाव दे सके, लेकिन किसान नेताओं ने इस प्रस्ताव को भी यह कहते हुए खारिज कर दिया कि तीनों कानूनों की वापसी के अलावा उन्हें कुछ भी मंजूर नहीं है।

बातचीत के दौरान दोनों पक्षों के बीच थोड़ी गरमा-गरमी भी हुई। आखिर में नरेंद्र सिंह तोमर ने किसानों से साफ कह दिया कि नए कृषि कानून पूरे देश के लिए बनाए गए हैं ना कि एक या दो राज्यों के लिए। उन्होंने कहा कि सरकार दूसरे राज्यों के उन तमाम किसानों की भावनाओं की अनदेखी नहीं कर सकती है जो इन नए कानूनों का पूरी तरह समर्थन करते हैं। ढाई घंटे तक चली बताचीत के बाद 15 जनवरी को एक बार फिर से बात करने का फैसला किया गया।

शुक्रवार की बातचीत खत्म होने के बाद ऑल इंडिया किसान सभा के नेता हन्नान मोल्लाह ने कहा कि अब एकमात्र रास्ता यही बता है कि आंदोलन को और तेज किया जाए क्योंकि क्योंकि केंद्र सरकार तीनों कृषि कानूनों को निरस्त करने के तैयार नहीं है। एक और किसान नेता, क्रान्तिकारी किसान यूनियन के दर्शन पाल ने कहा कि उन्हें अब केंद्र सरकार पर भरोसा नहीं रह गया है और आंदोलन ही एकमात्र रास्ता है। इस बारे में किसान नेताओं की राय भी अलग-अलग है कि क्या वे 15 जनवरी को होने वाली अगले दौर की बातचीत में शामिल होंगे या नहीं। जहां भारतीय किसान यूनियन के नेता राकेश टिकैत ने कहा कि वह बातचीत में शिरकत करेंगे, वहीं एक अन्य किसान नेता कुलवंत सिंह ने कहा कि इस तरह व्यर्थ की बातों में वक्त बर्बाद करने का कोई मतलब नहीं है।

किसान नेता अब रविवार को तय करेंगे कि 15 जनवरी को बातचीत में शामिल होना है या नहीं। उनमें से एक बड़ा तबका अपने आंदोलन को 26 जनवरी, जब वे एक ‘ट्रैक्टर परेड’ की प्लानिंग कर रहे हैं, तक जारी रखकर सरकार पर दबाव बनाना चाहता है। उन्होंने लोगों से अपील की है कि वे इस परेड के दौरान अपने साथ लाए गए झंडों को दान कर दें।

किसान नेताओं ने कानूनों की वापसी को अपनी प्रतिष्ठा का प्रश्न बना लिया है, और इसलिए वे किसी की भी बात सुनने के लिए तैयार नहीं हैं। वे कानूनों में संशोधन नहीं चाहते, वे सुप्रीम कोर्ट के निर्देशों को भी मानने के लिए तैयार नहीं हैं, और न ही वे किसी की मध्यस्थता चाहते मोदी का विरोध करने वाले विपक्षी दल इसका पूरा फायदा उठाने के लिए तैयार हैं। वामपंथी नेता अपने कैडर के साथ पहले से ही पूरी तरह ऐक्टिव हैं और आपने लाल झंडे के साथ किसानों के नाम पर आंदोलन चला रहे हैं।

कांग्रेस महासचिव प्रियंका गांधी ने शुक्रवार को अपनी पार्टी के सभी सांसदों से मुलाकात की और उनसे कहा कि पार्टी अब आंदोलन कर रहे किसानों के साथ खुलकर सामने आएगी। यह बैठक राहुल गांधी के आवास पर आयोजित की गई थी। राहुल गांधी इन दिनों इटली में छुट्टियां मना रहे हैं। कांग्रेस और वामपंथी दल अब मिल गए हैं और सरकार को मजबूर करने के लिए किसानों को मोहरा बना रहे हैं। अब किसान नेताओं को यह तय करना होगा कि वे एक चुनी हुई सरकार को, संसद को, सुप्रीम कोर्ट को उचित सम्मान देना चाहते हैं या नहीं।

देश कानून से चलता है, संविधान से चलता है, संसद से चलता है, सुप्रीम कोर्ट से चलता है और अगर कोई इनमें से किसी की भी बात नहीं सुनेगा तो फिर अराजकता पैदा हो जाएगी। लोकतंत्र में बातचीत जरूरी है और यदि दो पक्षों में में बात नहीं बन रही तो अदालत का रास्ता है। यदि एक पक्ष कोर्ट-कचहरी से भी बचना चाहता है तो सामान्य परंपरा पंचायत की है, जिस पर दोनों पक्षों का भरोसा हो। ऐसी पंचायत या मध्यस्थों से फैसला कराया जा सकता है। एक चुनी हुई सरकार को सड़क पर उतरे प्रदर्शनकारियों की धमकी में नहीं आना चाहिए। आज कांग्रेस आंदोलन कर रहे किसानों ने हमदर्दी दिखा रही है, नरेंद्र मोदी को ‘क्रूर’ और ‘निरंकुश’ कह रही है, लेकिन उसे याद रखना चाहिए कि कैसे उसने 2011 में रामलीला मैदान में स्वामी रामदेव और उनके समर्थकों द्वारा दिए जा रहे धरने को खत्म करने के लिए आधी रात को पुलिस से लाठियां चलवाई थीं।

Why farmer leaders are unwilling to listen to reason ?

akbIt has now become amply clear that the farmer union leaders, who have been staging a dharna for the last 45 days on Delhi’s outskirts, are unwilling to listen to reason and are raring for a confrontation. On Friday, the Centre, too, hardened its stance by ruling out any possibility of repeal of the three farm laws. Union Agriculture Minister Narendra Singh Tomar and Commerce Minister Piyush Goyal bluntly told the farmer leaders that the laws would not be repealed and it is ready to leave it to the Supreme Court to resolve the dispute. The Supreme Court will be hearing the matter on Monday January 11.

The farmer union leaders rejected each and every suggestion that the Centre put on the table: They rejected Tomar’s offer to amend the farm laws by saying that there would be no ‘ghar wapsi’ (homecoming) till there is ‘kanoon wapsi’ (repeal of laws); they told the Centre that they would not end to the stir even if the Supreme Court asked them to do so; they were unwilling to go before a Supreme Court appointed panel saying that this was a matter to be decided by the government and not the court; they rejected Tomar’s third suggestion to allow Baba Lakha Singh to mediate, saying this was not a religious matter.

Tomar told the farmer leaders that since the government has already accepted two out of four demands, and that was ready to give written guarantee to continue with minimum support prices, the only contentious point that remains to be resolved is the demand for repeal of farm laws. He said the Centre was ready to place the three farm laws before a panel to suggest amendments, but the farmer leaders outrightly rejected this, saying nothing short of a repeal was acceptable to them.

There were heated discussions during the talks. Tomar told the farmer leaders that the new farm laws were applicable to the entire country and not to one or two states. The government, he said, cannot ignore the sentiments of farmers from other states who fully support the new laws. After two and a half hours of discussions, it was decided to hold the next round of talks on January 15.

After the end of Friday’s round of talks, All India Kisan Sabha leader Hannan Mollah said, intensifying the stir was now the only way left since the Centre does not want to repeal the three farm laws. Another farm leader Darshan Pal of Krantikari Kisan Union said they have lost all faith in the Centre and agitation was the only way out. The farmer leaders were divided among themselves over whether to join the next round of talks on Jan 15. While Rakesh Tikait of Bharatiya Kisan Union said that they would join the talks, another farm leader Kulwant Singh said, there seems to be no logic in wasting time over what he called pointless talks.

The farmer leaders will decide on Sunday whether to join the talks on January 15 or not. A large section among them want to exert pressure on the government by continuing their stir till January 26, when they plan to bring out a ‘tractor parade’. They have appealed to people to donate flags which they would carry during the parade.

The farmer leaders have now made the demand for repeal of laws an issue of prestige, and are therefore unwilling to listen to reason. They do not want the laws to be amended, they do not want to follow the Supreme Court’s directions, and they also do not want mediation from any corner. The opposition parties, which are blindly opposed to Narendra Modi, are waiting to take advantage of the present impasse. The Left leadership along with its cadre is already working full time using its red flags among the ranks of agitating farmers.

On Friday, Congress general secretary Priyanka Gandhi met her party MPs and told them that the party will now come out in the open in support of the agitating farmers. The meeting was held at Rahul Gandhi’s residence. Rahul Gandhi is presently holidaying in Italy. The Congress and the Left have joined hands to embarrass the ruling party. The farmer leaders will now have to take a call whether they want to give due respect to an elected government, to the Parliament, to the Supreme Court, or not.

A country is run by rule of law and Constitution, and if the pillars of Constitution are ignored, it may lead to anarchy. In a democracy, if there is no consensus after talks, the two sides should listen to the judiciary. Even if one side is unwilling to listen to the court’s views, then mediators or arbitrators can be appointed. An elected government must not be browbeaten by street protesters. The Congress, which is egging on the protesting farmers, and labelling Narendra Modi as ‘cruel’ and ‘despotic’ must remember how it used brutal police force in a midnight crackdown to disrupt a dharna by Swami Ramdev and his supporters at Ramlila Maidan in 2011.

AKB30 दुनिया के सबसे शक्तिशाली राष्ट्र के लोकतंत्र के मंदिर में बुधवार को हुड़दंगियों की हिंसक भीड़ ने जमकर उत्पात मचाया और तोड़फोड़ की। अमेरिका के इतिहास में पहली बार अमेरिकी राष्ट्रपति के समर्थकों ने संसद पर कब्जा करने की कोशिश की। राष्ट्रपति डोनाल्ड ट्रंप ने अपने हजारों समर्थकों को उकसाया और फिर उनके जिन्दाबाद के नारे लगाने वालों ने पूरी दुनिया के सामने अमेरिका के लोकतन्त्र को रौंद दिया।चार घंटे तक ट्रंप के उन्मादी सपोर्टर्स ने अमेरिका के लोकतन्त्र को बंधक बनाए रखा।

ट्रम्प के उकसावे के बाद उनके हजारों समर्थक संसद भवन में दाखिल हो गए। सुरक्षाकर्मियों के साथ झड़प में चार लोगों को अपनी जान गंवानी पड़ी। जिस वक्त यह घटना हुई उस वक्त अमेरिकी कांग्रेस ट्रम्प के उत्तराधिकारी जो बाइडेन की जीत को सत्यापित और प्रमाणित करने की तैयारी कर रही थी। व्हाइट हाउस के बाहर अपने 70 मिनट के भाषण में ट्रम्प ने चुनाव परिणमों को ‘धोखाधड़ी’ बताया और अपने समर्थकों से कहा कि वे नेशनल मॉल से तुरंत संसद भवन पहुंचे । ट्रम्प ने अपने समर्थकों से कहा कि वे “ जीत की इस चोरी को रोकें।“

चुनाव नतीजों को ‘लोकतंत्र पर गंभीर हमला’ बताते हुए ट्रम्प ने अपने समर्थकों को संसद भवन कूच करने के लिए कहा। इसके बाद वे व्हाइट हाउस लौट आए और अपने ही वाइस प्रेसिडेंट माइक पेंस को ट्विटर पर फटकार लगाई। इसके बाद ट्रम्प अपने ओवल ऑफिस में बैठकर भीड़ की हिंसा को टीवी पर लाइव देखते रहे।

ट्रम्प के भड़काऊ भाषण के बाद उग्र भीड़ संसद परिसर के अन्दर दाखिल हो गई। इस भीड़ में कई लोगों के हाथ में हथियार थे। कुछ लोग खुलेआम संसद परिसर में हथियार लहराते नजर आए। ट्रंप समर्थकों की तादाद इतनी ज्यादा थी कि सुरक्षाकर्मी कम पड़ गए। भीड़ ने अमेरिकी संसद की सुरक्षा में तैनात गार्डस को ही पीटना शुरू कर दिया। पुलिसवालों के लिए उपद्रवियों को रोकना काफी मुश्किल था। भीड़ ने संसद भवन की बालकनी पर ट्रम्प का झंडा लगा दिया। संसद की गैलरी से होते हुए दंगाई उस हॉल की तरफ बढ़ गए जहां संसद सदस्य बैठे थे। हुड़दंगियों ने अमेरिकी कांग्रेस की वोट सर्टिफिकेशन की प्रक्रिया को रुकवा दिया। हाउस के अंदर मौजूद सांसद घुटनों के बल बैठ कर अपनी कुर्सियों के नीचे छुप गए। भीड़ ने सीनेटरों, पत्रकारों को हाउस से भागने के लिए मजबूर कर दिया। उपराष्ट्रपति माइक पेंस और अन्य सीनेटरों को सुरक्षा अधिकारियों ने सुरक्षित स्थान पर पहुंचा दिया। सीनेटरों को सुरक्षित स्थानों पर पहुंचाने के बाद सुरक्षाकर्मियों ने इलेक्टोरल कॉलेज सर्टिफिकेट्स वाले अहम बक्से को अपने कब्जे में ले लिया।

हिंसक भीड़ सीनेट चेंबर में दाखिल हो गई। यहां भीड़ ने जमकर उत्पात मचाया। कोई डेस्क पर जा बैठा तो कोई मार्बल की डायस पर बैठ गया जिस पर कुछ देर पहले उपराष्ट्रपति माइक पेंस बैठे थे। भीड़ पर काबू पाने के लिए सुरक्षाकर्मियों ने आंसू गैस छोडी। सुरक्षाकर्मियों ने सीनेटर्स और पत्रकारों को गैस मास्क दिए ताकि वे आंसू गैस से बच सकें। हुड़दंगियों ने स्पीकर नैन्सी पेलोसी के चैंबर में भी जमतक उत्पात मचाया। एक हुड़दंगी तो नैन्सी पेलोसी की कुर्सी पर जा बैठा और उसने अपने पैर टेबल पर फैला दिये। अमेरिकी लोकतंत्र के 232 साल के इतिहास में कभी भी संसद के अंदर इतना उग्र प्रदर्शन नहीं हुआ था। हिंसा थमने के बाद पार्लियामेंट बिल्डिंग से दो शक्तिशाली पाइप बम बरामद हुए। इनमें से एक बम डेमोक्रेटिक नेशनल कमिटी और दूसरा बम रिपब्लिकन नेशनल कमेटी के चेंबर के बाहर रखा गया था। इसके अलावा पुलिस ने कुछ फायरआर्म्स भी बरामद किए।

दुनिया भर में लाखों लोग टीवी पर इन दृश्यों को देख रहे थे। उन्हें विश्वास नहीं हो रहा था कि दुनिया के सबसे शक्तिशाली देश में लोकतंत्र खतरे में है। ट्रंप के सपोर्टर्स की भीड़ हाउस चेंबर के गेट पर पहुंच गई तो गार्ड्स को गोली चलानी पड़ी। उग्र भीड़ में शामिल एक ट्रंप समर्थक महिला को गोली लगी। इस महिला को गंभीर हालत में हॉस्पिटल पहुंचाया गया जहां उसकी मौत हो गई। हिंसा भड़कने के बाद डीसी नेशनल गार्ड के लगभग 1,100 सैनिकों और वर्जीनिया के 650 सैनिकों को तैनात किया गया था।

पूरी दुनिया में अमेरिका की बदनामी के बाद अमेरिका के कई पूर्व राष्ट्रपतियों ने इस घटना की निन्दा की। पूर्व राष्ट्रपति जॉर्ज डब्ल्यू बुश ने ट्रंप को विद्रोह के लिए जिम्मेदार बताया। बराक ओबामा ने कहा, ट्रंप के कारनामे को अमेरिका के लोकतान्त्रिक इतिहास में राष्ट्रीय शर्म के रूप में याद रखेगा। ओबामा ने कहा कि जो हुआ वो अचानक नहीं हुआ, जो हुआ वो हैरान करने वाला नहीं है क्योंकि ट्रंप इसी दिन के लिए दो महीने से माहौल बना रहे थे। हालात ये हो गए कि सोशल मीडिया प्लेटफॉर्म पर भी लोगों ने ट्रंप को लोकतन्त्र का हत्यारा मान लिया। ट्विटर, फैसबुक और इंस्टग्राम ने ट्रंप के अकाउंट लॉक कर दिए। इतना सब होने के बाद ट्रंप सामने आए। लोगों को उम्मीद थी कि ट्रंप गलती मानंगे लेकिन ऐसा हुआ नहीं। ट्रंप ने एक बयान जारी करके का रि वह 20 जनवरी को शान्तिपूर्ण तरीके से नए राष्ट्रपति को सत्ता सौंप देंगे। ट्रम्प ने अपने सपोर्टर्स से कहा कि वे अपने घरों को लौट जाएं। ट्रंप ने एक बार फिर कहा कि वो चुनाव हारे नहीं है, उन्हें हराया गया है लेकिन फिर भी वो सत्ता जो बाइडेनव को सौंप देंगे।

अमेरिकी लोकतंत्र के इतिहास में पहली बार ऐसा हुआ जब अमेरिकी पार्लियामेंट में गोली चलानी पड़ी हो। ट्रम्प 20 जनवरी को जो बिडेन को शांतिपूर्वक सत्ता सौपने पर सहमत तो हो गए हैं, लेकिन अमेरिका की राजधानी वॉशिंगटन डीसी में 15 दिन के लिए पब्लिक इमर्जेंसी लगा दी गई है।

दुनिया भर के नेताओं ने बुधवार को हुई इस हिंसा की निंदा की। ब्रिटेन के प्रधानमंत्री बोरिस जॉनसन ने इसे ‘अपमानजनक’ बताया तो जर्मनी की चांसलर एंजेला मर्केल ने कहा, “मुझे यह देखकर दुख होता है। ट्रम्प को नवंबर के बाद से अपनी हार मान लेना चाहिए था।” प्रधानमंत्री नरेंद्र मोदी ने ट्वीट किया, “मैं वाशिंगटन डीसी में दंगों और हिंसा की ख़बरों को देखकर परेशान हूं। शक्ति का क्रमबद्ध और शांतिपूर्ण हस्तांतरण होना चाहिए। लोकतांत्रिक प्रक्रिया में तोड़फोड़ की अनुमति नहीं दी जा सकती।”

ट्रम्प के उत्तराधिकारी जो बाइडेन ने कहा, “मैं एक बात साफ करना चाहता हूं, संसद में जिस तरह अफरातफरी की तस्वीरें दिख रही हैं वो अमेरिका की सही इमेज नहीं है। ये हमारे उस अमेरिका को नहीं दर्शाता है जो हम हैं। हम जो भी देख रहे हैं वो चरमपंथियों की एक छोटी सी संख्या है जो कानून को खत्म करना चाहते हैं। ये विरोध नहीं है, ये विद्रोह है…ये अराजकता है। ये एक तरह का देशद्रोह है और इसे तुरंत खत्म होना चाहिए।“

आज अमेरिका के लोग रो रहे हैं कि 4 साल पहले उन्होंने कैसे आदमी को प्रेसीडेंट बना दिया था। ट्रंप की अपनी पार्टी के लोग कह रहे हैं ये कैसा प्रेसीडेंट है जो वाइट हाउस छोड़ने को तैयार नहीं है। ये कैसा कैंडीडेट है जो चुनाव में बुरी तरह हारने के बाद भी हार मानने को तैयार नहीं है।

हमारे देश में भी ऐसे लोग हैं जो मोदी से चुनाव हारे तो ईवीएम को दोष देने लगे। हमारे देश में भी ऐसे लोग हैं जो मोदी के दो-दो बार भारी बहुमत से जीतने के बाद भी उन्हें प्रधानमंत्री स्वीकार करने को तैयार नहीं। चुनाव मोदी जीते हैं, प्रधानमंत्री मोदी हैं लेकिन हमारे यहां जनता द्वारा सत्ता से हटाए गए लोग आज भी सरकार चलाना चाहते हैं, नीतियां बनाना चाहते हैं। ये हमारे देश के लोकतंत्र की मजबूती है कि ऐसे लोग बार-बार एक्सपोज़ हुए, ज्यादा कुछ कर नहीं पाए। पर अमेरिका में इस तरह की मानसिकता रखने वाले डोनाल्ड ट्रंप ने अमेरिका को शर्मसार कर दिया।

जो अमेरिका पूरी दुनिया को लोकतंत्र का पाठ पढ़ाता था अब दूसरे मुल्क उसे समझा रहे हैं कि लोकतंत्र को कैसे संभालना है। एक बात और, अमेरिका दुनिया का सबसे समृद्ध, सबसे संपन्न और सबसे पैसे वाला देश है। वहां पार्लियामेंट में घुसने वाले, तोड़ फोड़ करने वाले लोग कोई गरीब और पिछड़े लोग नहीं थे। वो पढ़े लिखे, पैसे वाले लोग थे जो ऑटोमैटिक वेपंस लेकर आए थे। इसलिए अब कोई ये ना कहे कि गरीब लोग भूखे लोग हिंसा करते हैं, तोडफोड़ करते हैं।

हमारे देश में तो जनता ने गरीब चायवाले को प्रधानमंत्री बनाया और जो वर्षों सत्ता में रहे, जो संपन्न हैं, समर्थ हैं, उनको लोगों ने कुर्सी से हटाया । आज भी ऐसे लोग हार मानने को तैयार नहीं हैं। वो भी ट्रंप की तरह लोगों को भडकाने और उकसाने के काम में लगे हैं ।

Lessons we must learn from the turmoil in Washington

aaj ki baatThe temple of democracy of the world’s most powerful nation was stormed and vandalized by a violent mob of hoodlums on Wednesday after they were incited by the outgoing President Donald Trump in a disgraceful end to his four-year tenure.

Four persons lost their lives in the clashes that occurred shortly after Trump incited thousands of his supporters to march towards the US Capitol. At that time, the US Congress was preparing to certify the victory of his successor Joe Biden. During his 70-minute speech outside the White House, Trump described the election results as “a fraud” and he asked his supporters gathered at the National Mall to go to the Capitol immediately to stop what he called “this stolen election”.

Calling the US presidential election as “this egregious assault on our democracy”, Trump told his supporters “to walk down to the Capitol”. He returned to the White House, berated his own Vice-President Mike Pence on Twitter, and then monitored the mob violence as it unfolded live on television in the Oval Office.

Incited by their leader, the supporters, some of them carrying weapons, swarmed the Capitol complex, marched into the parliament, draped a Trump flag over the Capitol balcony and disrupted the process of vote certification that was going inside the US Congress. The mob forced US Representatives and Senators, journalists and officials to hide, take cover and then flee the building. The Vice-President Mike Pence and other senators were whisked away by security officials to a secure location. As the lawmakers were rushed out to safe locations, the staff snatched the boxes containing the crucial Electoral College certificates before the mob could come and destroy them.

The violent mob entered the Senate chamber, rummaged through mahogany desks and sat on the marble dais on which Vice-President Pence was seated several minutes ago. Tear gas was fired at the Capitol Rotunda, as security staff handed out gas masks to reporters and the senators took out their own masks from their desks. The hoodlums entered Speaker Nancy Pelosi’s chamber, one of them sat on her chair with his legs on the desk, and another carried away a huge lectern. Never in the 232 years of democracy in America had such a rampage taken place inside the US Capitol. Pipe bombs, Molotov cocktails and guns were seized during a security sweep after the violence ended.

Millons of people watched these scenes on TV in shock and disbelief as democracy in the world’s most powerful nation descended into turmoil. It was shocking to note that one of the four persons killed in the violence was a female Trump supporter who was a US Air Force veteran. About 1,100 troops from DC National Guard and 650 troops from Virgina were deployed to guard the Capitol on Wednesday night after the violence abated.

As the violence drew worldwide condemnation, and former US Presidents Geroge W. Bush, Bill Clinton and Barack Obama condemned the rampage, President Donald Trump grudgingly conceded defeat, but in a statement, he said he disagreed with the outcome of the election.

Trump said: “These are the things and events that happen when a sacred landslide election victory is so unceremoniously and viciously stripped away from great patriots who had been badly and unfairly treated for so long. Go home with love and in peace. Remember this day forever.” This statement was posted on social media by Trump’s aide, after Facebook and Twitter officially blocked the US President’s accounts.

For the first time in the 232-year-old US democracy, shots were fired inside the sacred precincts of US Capitol. Though President Trump has agreed to a peaceful transfer of power on January 20 to Joe Biden, the Washington DC Mayor has announced a 15-day public emergency in the capital.

World leaders condemned the violence. UK Prime Minister Boris Johnson described these scenes as ‘disgraceful’, German Chancellor Angela Merkel said: “These pictures make me angry and sad. I deeply regret that since November, President Trump has not accepted that he lost and did not do so again yesterday.” Prime Minister Narendra Modi tweeted: “Distressed to see news about rioting and violence in Washington DC. Orderly and peaceful transfer of power must continue. The democratic process cannot be allowed to be subverted through unlawful protests.”

Trump’s successor Joe Biden said: “Let me be very clear – the scenes of chaos at the Capitol do not reflect a true America, do not represent who we are. What we are seeing are a small number of extremists dedicated to lawlessness. This is not dissent. It’s disorder, it’s chaos. It borders on sedition and it must end now.”

The people of USA are rueing the day when they elected Trump as President four years ago. They are surprised to find a President unwilling to vacate his chair after he lost the election by a margin of several million votes and refused to concede defeat.

Like Trump, there are politicians in India who refuse to accept the people’s mandate even after Narendra Modi scored landslide victories in two consecutive parliamentary elections. These politicians are unwilling to accept Modi as the Prime Minister. The people of India elected Modi with decisive mandates, but these politicians are unwilling to concede that they have lost. They want to set their own agenda for policies that concern the citizens of India. Our democracy is so strong and resilient that these politicians have been thoroughly exposed when they raised controversies over issues like EVMs and the voters showed them their rightful place.

A powerful nation like the USA which used to sermonize other countries on democracy, is now being advised by others how to run its democratic institutions.

One more point: those who ransacked the US Capitol on Wednesday were not poor, hungry, downtrodden or deprived. They were literate, were economically sound and some of them were carrying weapons. Nobody can say that the protesters in Washington were penniless.

The election of a ‘chaiwalla’ as the Prime Minister reflects the sagacity of the Indian electorate that dethroned the prosperous and powerful class that had been in power for generations. These are the people who are still unwilling to concede their defeat. They are constantly exploring ways and means to incite sections of society against Narendra Modi.

We must learn lessons from the turmoil that took place in Washington. How mobs were incited by none other than the Head of State. We should be on our guard and must not allow to become prey to the machinations of power seekers, who appear in different garb every time.

मोदी के बारे में प्रणब दा के विचारों से क्या सीखा जा सकता है

AKB30 आज मैं आपको बतौर राष्ट्रपति प्रणब मुखर्जी के कार्यकाल के वक्त की कई राज़ की बातें बताऊंगा। कई सालों तक एक राष्ट्रपति और प्रधानमंत्री के रूप में प्रणब मुखर्जी और नरेंद्र मोदी के बीच रिश्तों पर कयास लगते रहते थे, क्योंकि दोनों का बैकग्राउंड अलग था और पार्टियां भी अलग थीं।

प्रणब दा ने अपने संस्मरण ‘द प्रेसिडेंशियल इयर्स 2012-2017’ में मोदी के बारे में विस्तार से लिखा है। यह किताब उन्होंने पिछले साल अपने निधन से पहले पूरी कर ली थी। अपनी किताब में मुखर्जी ने मोदी के साथ अपने संबंधों को बेहद गर्मजोशी भरा दिखाया है।

प्रणब मुखर्जी ने नरेंद्र मोदी के बारे में जो कुछ कहा है वह बेहद महत्वपूर्ण है। राष्ट्रपति की पोजीशन ऐसी होती है कि उनके पास सरकार की, प्रधानमंत्री की, एक-एक बात की खबर रहती है। यही वजह है कि राष्ट्रपति प्रणब मुखर्जी प्रधानमंत्री नरेंद्र मोदी के कई राज़ जानते थे, उनसे कुछ छुपा नहीं था।

आज मैं आपको बताऊंगा कि एक राष्ट्रपति के रूप में प्रणब मुखर्जी नरेंद्र मोदी की नीतियों के बारे में क्या सोचते थे। क्या मोदी ने विदेश नीति ठीक से चलाई? क्या प्रणब मुखर्जी को लगता था कि मोदी सरकार की आर्थिक नीतियां देश के लिए ठीक रहीं?

राष्ट्रपति बनने से पहले प्रणब मुखर्जी देश के वित्त मंत्री और विदेश मंत्री भी रह चुके थे, इसलिए वह इन मामलों की बारीकियों को समझते थे। 44 साल के राजनैतिक जीवन में प्रणब मुखर्जी ने राजनीति के हर रंग को देखा था। इसलिए मोदी पर लिखे गए उनके एक-एक शब्द का मतलब है।

मुझे प्रणब दा को काफी करीब से देखने का, जानने का मौका मिला। मैंने उनके साथ काफी वक्त बिताया। उनकी याददाश्त कमाल की थी, वह सुपर इंटेलिजेंट थे और उनकी ऑब्जर्वेशन बहुत गहरी होती थी। इसलिए नरेंद्र मोदी के बारे में उनका कहा बहुत अर्थपूर्ण है और इसे आज के वक्त में समझने कि बहुत जरूरत है।

2014 के लोकसभा चुनाव में जब नरेंद्र मोदी की पार्टी को स्पष्ट बहुमत मिला, तो वह राष्ट्रपति प्रणब मुखर्जी से मिलने गए। प्रणब दा लिखते हैं: ‘मैंने मोदी को बधाई दी, तो उन्होंने मुझसे थोड़ी देर बात करने की गुजारिश की। मोदी ने मुझे मेरा एक पुराना भाषण याद दिलाया, एक अखबार कि कटिंग दिखाई जिसमें मैंने कहा था कि एक ऐसा जनादेश हो जिससे राजनीतिक स्थिरता कायम हो। इसके बाद उन्होंने शपथ ग्रहण समारोह से पहले एक सप्ताह का वक्त मांगा। मैं उनके इस अनुरोध पर हैरान था। उन्होंने जोर देकर कहा कि वह अपने गृह राज्य गुजरात में अपने उत्तराधिकारी का मुद्दा सुलझाने के लिए समय चाहते हैं।’

प्रणब दा ने लिखा कि उन्हें इस बात का अंदाजा नहीं था कि 2014 के चुनावों में बीजेपी को इतना बड़ा जनादेश मिलेगा लेकिन वह मोदी की अच्छे से की गई प्लानिंग और उनकी मेहनत को देखकर प्रभावित हुए थे। उन्होंने लिखा, ‘उस समय तक केवल पीयूष गोयल, जो तब बीजेपी के राष्ट्रीय कोषाध्यक्ष थे और अब कैबिनेट मंत्री हैं, को पूरा भरोसा था कि बीजेपी किसी भी हाल में 265 से कम सीटें नहीं जीतेगी और यह संख्या 280 तक भी जा सकती है। न तो मुझे तब पता था, और न ही आज पता है कि उनके इस भरोसे के पीछे का कारण क्या था। लेकिन मैंने तब पीयूष गोयल को गंभीरता से लेना शुरू कर दिया जब उन्होंने मुझे मोदी का पूरा चुनावी शेड्यूल दिया, जो न सिर्फ काफी व्यस्त था बल्कि उसमें मेहनत भी बहुत लगनी थी।’

प्रणब दा ने एक बार मुझसे कहा था कि वह कड़ी मेहनत को लेकर नरेंद्र मोदी के उत्साह से काफी प्रभावित थे। उन्होंने मुझसे कहा कि मोदी ने प्रधानमंत्री के रूप में 16 से 18 घंटे काम करने का मापदंड इतना ऊंचा सेट कर दिया है कि अब देश में जो भी प्रधानमंत्री बनेगा उसे मोदी के इस परिश्रम से कंपेयर किया जाएगा, और ये किसी के लिए भी बहुत मुश्किल काम होगा।

अपने संस्मरण में प्रणब मुखर्जी ने लिखा है कि कैसे 2014 में प्रधानमंत्री के रूप में शपथ लेने से पहले मोदी ने राष्ट्रपति भवन में होने वाले शपथ ग्रहण समारोह में सार्क देशों के राष्ट्राध्यक्षों और सरकारों को आमंत्रित करने के विचार को साझा किया था। मुखर्जी ने लिखा, ‘नरेंद्र मोदी जब प्रधानमंत्री बने तो उन्हें विदेश मामलों का लगभग न के बराबर अनुभव था। गुजरात के मुख्यमंत्री के रूप में उन्होंने कुछ देशों का दौरा किया था लेकिन वे दौरे उनके राज्य की भलाई से संबंधित थे। उनका घरेलू या वैश्विक विदेश नीति से बहुत कम लेना देना था। इसलिए विदेश नीति उनके लिए ऐसा क्षेत्र था जिससे वह परिचित नहीं थे। लेकिन उन्होंने कुछ ऐसा किया जिसकी पहले किसी अन्य प्रधानमंत्री ने कोशिश भी नहीं की थी। उन्होंने पाकिस्तान के तत्कालीन प्रधानमंत्री नवाज शरीफ सहित सार्क देशों के प्रमुखों को 2014 के अपने पहले शपथ ग्रहण समारोह में आमंत्रित किया।’

उन्होंने लिखा, ‘लीक से हटकर उठाए गए उनके इस कदम ने विदेश नीति के कई जानकारों तक को आश्चर्य में डाल दिया। भावी प्रधानमंत्री के रूप में मोदी ने जब मुझे अपने फैसले के बारे में बताया, तब तक 26 मई 2014 को शपथ ग्रहण समारोह की तारीख तय कर दी गई थी, मैंने उनके इस विचार की तारीफ की और उन्हें सलाह दी कि इस मौके पर वह यह भी सुनिश्चित कर लें कि देश में आने वाले हाई-प्रोफाइल विदेशी मेहमानों की सुरक्षा व्यवस्था चाक-चौबंद है। मुझे यह भी लगता है कि वह विदेश नीति की बारीकियों को जल्दी ही समझने लगे थे।’

मैं प्रणब दा की बातों से पूरी तरह सहमत हूं। 2019 के लोकसभा चुनावों के दौरान इंडिया टीवी के ‘सलाम इंडिया’ शो में प्रधानमंत्री मोदी के साथ मेरे इंटरव्यू में मोदी ने विस्तार से बताया था कि वह कैसे अन्य देशों के प्रमुखों के साथ बैठक के दौरान हमेशा लीक से हटकर सोचते हैं।

मोदी ने अपने इंटरव्यू में कहा था कि वह दशकों से भारतीय प्रधानमंत्रियों को विदेशी नेताओं के साथ बेहद नर्मी से हाथ मिलाते हुए देखते रहे थे। उसी समय उन्होंने अपना मन बना लिया था कि अगर वह कभी प्रधानमंत्री बने और विदेशी नेताओं से मिले, तो ये सारी चीजें बदलकर रख देंगे और विदेशी नेताओं से आंख से आंख मिला कर बातें करेंगे। मोदी ने यह भी खुलासा किया कि कैसे अमेरिका के राष्ट्रपति डोनाल्ड ट्रंप उन्हें व्हाइट हाउस दिखाने के लिए अंदर ले गए थे और उनसे अमेरिकी इतिहास के बारे में विस्तार से बताया था। मोदी ने यह भी बताया कि कैसे देर रात मॉस्को पहुंचने के बाद रूस के राष्ट्रपति व्लादिमीर पुतिन के साथ उनकी बातचीत आधी रात के बाद तक खिंच गई थी।

ऐसा क्या है जो मोदी को पहले के प्रधानमंत्रियों से अलग बनाता है, ये प्रणब मुखर्जी ने अपनी किताब में बड़ी अच्छी तरह समझाया है। अपनी किताब में प्रणब मुखर्जी ने मोदी द्वारा शुरू की गई कुछ अच्छी परिपाटियों के बारे में लिखा है, जैसे कि हर विदेश दौरे से पहले राष्ट्रपति से बातचीत करना जिसमें द्विपक्षीय संबंधों के अहम बिंदुओं पर बातें होती थी। उन्होंने लिखा, ‘इस प्रथा को मोदी ने ही शुरू किया था।’

कांग्रेस में लगभग अपना पूरा करियर बिताने वाले प्रणब मुखर्जी जैसे राजनेता के मोदी के लिए ये सब तारीफ के शब्द हैं। इसलिए जब हम इनकी तुलना बगैर सोचे-समझे मोदी के विरोध से, जैसा कि हम कांग्रेस नेताओं को सोशल मीडिया पर लगभग रोज करते हुए देखते हैं, करते हैं तो इन शब्दों का महत्व तब काफी बढ़ जाता है।

प्रधानमंत्री के रूप में नरेंद्र मोदी और मनमोहन सिंह की तुलना करते हुए प्रणब मुखर्जी ने एक अनुभवी राजनेता के तौर पर एक बड़ी बात लिखी है।

मनमोहन सिंह के बारे में उन्होने लिखा कि सोनिया गांधी ने प्रधानमंत्री के रूप में उन्हें एक अर्थशास्त्री के रूप में चुना था, जबकि मोदी के बारे में मुखर्जी ने लिखा, ‘मोदी 2014 में बीजेपी की ऐतिहासिक जीत का नेतृत्व कर प्रधानमंत्री पद के लिए जनता की पसंद बने। वह मूल रूप से राजनीतिज्ञ हैं और उन्हें बीजेपी ने पार्टी के चुनाव अभियान में जाने पहले ही प्रधानमंत्री पद के लिए अपना उम्मीदवार बनाया। वह उस वक्त गुजरात के मुख्यमंत्री थे और उनकी छवि जनता को भा गई। उन्होंने प्रधानमंत्री का पद अर्जित किया है।’

मैंने प्रणब दा को काफी करीब से देखा है। वह 10 साल लंबे यूपीए शासन के दौरान कांग्रेस पार्टी के सबसे बड़े संकटमोचक थे। इन सबसे अलग वह एक बेहतरीन इंसान थे। वह अपने से ज्यादा दूसरों का ख्याल रखते थे। मुझे याद है कि एक बार नरेंद्र मोदी यह बताते हुए काफी भावुक हो गए थे कि उन्होंने प्रणब दा से क्या-क्या सीखा है। मोदी उस समय दिल्ली में नए थे, और प्रणब मुखर्जी के रूप में उन्हें यहां एक पिता जैसी शख्सियत मिली जिन्होंने उनका बहुत ख्याल रखा।

नरेंद्र मोदी के बारे में जो बातें प्रणब मुखर्जी ने अपनी किताब में लिखी है, ये सब बातें और ज्यादा विस्तार से मैंने उनसे कई बार सुनी हैं। और आज जब राजनीति का रूप देखता हूं तो उनकी बातें बार-बार सुनने की और सुनाने की जरूरत महसूस होती है। आजकल तो सिर्फ विरोध के लिए विरोध होता है। कांग्रेस के कई ऐसे नेता हैं जिनका मानना है कि चूंकि वे विपक्ष में हैं, इसलिए उन्हें मोदी सरकार के द्वारा उठाए गए हर कदम का विरोध करना चाहिए।

पार्लियामेंट की नई बिल्डिंग बनाएंगे तो विरोध, स्वदेशी कोविड वैक्सीन लाएंगे तो विरोध, गणतंत्र दिवस पर परेड की परंपरा निभाएंगे तो विरोध, कुछ विपक्षी नेताओं को लगता है कि इस तरह के मुद्दों पर उन्हें सरकार का विरोध जरूर करना चाहिए। यहां तक कि वे फार्म पॉलिसी और जीएसटी जैसी नीतियों, जिन्हें कांग्रेस ने बनाया था, का सिर्फ इसलिए विरोध करेंगे क्योंकि उन्हें मोदी लागू कर रहे हैं।

What one must learn from Pranab Da’s thoughts about Narendra Modi

AKB30 Today I want to share some secrets about Pranab Mukherjee’s presidential years with you. Over the years, there had been speculations by many about the relationship between Pranab Mukherjee and Narendra Modi as President and Prime Minister, Both came from differing ideological backgrounds and from different political parties.

Mukherjee has written extensively about Modi in his memoir “The Presidential Years 2012-2017”which he completed before his death last year. In his book, Mukherjee has touched upon his relationship with Modi in glowingly warm terms.

It is, therefore, significant when a leader like Pranab Mukherjee gives his opinion about Narendra Modi. He was watching the working of Modi government from close vantage position as President of the republic. The President, as head of state, gets important feedbacks about the government of the day. Mukherjee was very much aware about many secrets relating to Modi.

Today I want to share with you what Mukherjee thought about Modi as a leader and the policies that he pursued, what he, as President, thought of Modi government’s economic and foreign policies.

Pranab Mukherjee had a vast experience as External Affairs Minister and Finance Minister before he became President. During his 44-year-long stint in active politics, he witnessed a variety of colours in affairs of state. That is why when Mukherjee writes on topics relating to Modi, every word counts.

I knew Pranab Da very closely. I interacted with him frequently and was fortunate enough to gain significant insights into the working of the government. He had an elephantine memory, was ‘super intelligent’ and his observations were very much deep and incisive. Whatever he has written in his memoir about Narendra Modi is meaningful, in today’s context.

When Modi led his party to a clear majority in the 2014 Lok Sabha elections, he called on President Mukherjee. Pranab Da writes: “I congratulated Modi, who requested for some time to speak with me. Using a newspaper clipping, that had reported on my earlier speech hoping for a politically stable mandate, he asserted that he had achieved the objective of a clear majority that I had envisaged. Thereafter, he requested for a week’s time before the swearing-in ceremony. I was surprised at his requested. He insisted that he needed time to address the issue of his successor in his home state, Gujarat.”

Mukherjee wrote he was not sure whether BJP would get a massive mandate in the 2014 elections but was impressed on seeing the meticulous planning and hard work put in by Modi. He wrote: “Only Piyush Goyal, the then national treasurer of the party and now a cabinet minister, was confident that the BJP would get no less than 265 seats, and that the number could go up to 280. I didn’t and still don’t know the reasons for his optimism. However, I took him seriously when he gave me Modi’s detailed electioneering schedule, which was not only gruelling but also painstaking.”

Pranab Mukherjee once told me he was quite impressed with Narendra Modi’s zeal for hard work. He told me, Modi has already set a high bar for future Prime Ministers by putting in work as PM for 16 to 18 hours every day. He said, any future Prime Minister’s work will now be compared with Modi’s and it will be a really tough job.

In his memoir, Mukherjee writes how Modi before being sworn in as Prime Minister in 2014 broached the idea of inviting heads of state and governments of SAARC countries to the oath taking ceremony at Rashtrapati Bhawan.

Mukherjee wrote: “When Narendra Modi took over as PM, he had absolutely no experience in foreign affairs. As the CM of Gujarat, he had visited some countries, but those visits were limited to engaging for the good of his state, and had little to do with domestic or global foreign policies. Foreign policy was, therefore, a truly uncharted territory for him. But he did what no PM had attempted before: invite the heads of government/state of SAARC nations to his oath-taking ceremony in 2014—and this included Pakistan’s then PM, Nawaz Sharif.

“His out-of-the-box initiative took several foreign policy veterans by surprise. As PM-designate, when Modi informed me of his decision, while the date of the oath-taking ceremony was fixed for 26 May 2014, I welcomed the move and advised him to ensure that all necessary security arrangements were in place for the high-profile foreign dignitaries who would visit the country on the occasion…I also believe that he has managed to grasp the nuances of foreign policy quickly.”

I completely agree with Pranab Mukherjee’s observations. During my interview with Prime Minister Modi during the 2019 Lok Sabha elections for ‘Salaam India’ show on India TV, Modi had explained in detail how he always thought out-of-the-box when meeting with heads of states of other countries.

Modi had said in his interview that for decades he had been watching Indian prime ministers shaking hands meekly with foreign leaders. At that time, he had made up his mind that he would change all that if he ever became PM and meet foreign statesmen on an even keel and speak to them eye to eye. Modi also revealed how US President Donald Trump took him on a tour inside the White House and spoke to him extensively about US history. Modi disclosed how his late night meeting on arrival in Moscow, with Russian President Vladimir Putin stretched beyond midnight.

What makes Modi a league apart from other prime ministers, has been aptly described by Pranab Mukherjee in his memoir. In his book, Mukherjee noted the good practices initiated by Modi, such as communication from the Prime Minister before every foreign visit of the President, in which core points of bilateral relations were mentioned. “It was a practice initiated by PM Modi”.

These are words of praises for Modi from a politician like Pranab Mukherjee who spent almost his entire career in the Congress. These words, therefore, acquire much significance, if one contrasts them with the mindless anti-Modi monologues that we see almost on a daily basis on social media nowadays from Congress leaders.

The experienced statesman that he was, Pranab Mukherjee, made a telling comparison between Dr Manmohan Singh and Narendra Modi as Prime Ministers.

When comparing Modi with Dr Manmohan Singh, who was named by Sonia Gandhi as Prime Minister and “essentially an economist”, Mukherjee writes: “Modi, on the other hand, became Prime Minister through popular choice after leading the BJP to a historic victory in 2014. He is a politician to the core and had been named the BJP’s prime ministerial candidate as the party went into campaign mode. He was then Gujarat’s CM and had built an image that seemed to click with the masses. He has earned and achieved the prime ministership.”

I have seen Pranab Da from close quarters. He was the main trouble shooter for the Congress party during its 10-year-long UPA rule. Pranab Da was a human being par excellence. He always used to care for others. I remember once Narendra Modi became quite emotional, when he was narrating what he had learnt from Pranab Da. Modi was, at that time, new in Delhi, and for him Pranab Da was a father figure, who took care of him.

I have heard from Pranab Da much more than what he has written and revealed in his memoir. Today at a time when the level of politics is at a low ebb, I feel it necessary to tell whatever I have learnt from Pranab Da. In politics today, I find that opposition leaders are opposing only for the sake of opposition. There are Congress leaders who believe that since they are in the opposition, they must oppose each and every measure taken by Modi government.

Whether it is the launch of Central Vista project, or approval given to an indigenous Covid vaccine, or following the tradition of holding annual Republic Day parade, some opposition leaders think they must oppose the government on such issues. They will even oppose farm policies or even the GST, framed by the Congress when it was in power, only because they are being implemented by Modi.

One should learn the art of compromise from Pranab Da’s memoir, and should view national interest as supreme. The relationship between Pranab Da and Modi underlines the hoary Indian tradition of according respect to the one who possesses knowledge. This is the lesson people in politics must learn from Pranab Babu.

भारत एक ऐतिहासिक कोविड टीकाकरण मुहिम शुरू करने जा रहा है

AKB4 मंगलवार को सरकार ने ऐलान किया कि अगले हफ्ते से कोविड वैक्सीन का टीकाकरण अभियान पूरे देश में एक साथ शुरू हो जाएगा। पहले चरण में कम से कम तीन करोड़ लोगों को वैक्सीन की डोज देने का लक्ष्य है। स्वास्थ्य सचिव ने कहा कि केंद्र सरकार ने पहले ही Co-WIN प्लैटफॉर्म पर तीन करोड़ लोगों का डेटा अपलोड कर दिया है और इन्हें सबसे पहले टीका दिया जाएगा।

देश भर में 4 क्षेत्रीय वैक्सीन डिपो – करनाल, मुंबई, चेन्नई और कोलकाता – में बनाये गये हैं जहां सबसे पहले विमानों से वैक्सीन पहुंचायी जाएगी और इसके बाद रेफ्रिजरेटेड वैन के जरिए 37 राज्यों में बने वैक्सीन स्टोर्स तक ले जाया जाएगा। इसके बाद वैक्सीन को जिला टीकाकरण केंद्रों को भेजा जाएगा और फिर वहां से इसे प्राथमिक स्वास्थ्य केंद्रों और उपकेंद्रों में पहुंचाया जाएगा, जहां पर लोगों को वैक्सीन की डोज दी जाएगी। इनके अलावा सार्वजनिक, निजी अस्पतालों और क्लीनिक्स में भी टीका लगाया जाएगा। इस पूरी प्रक्रिया में 29,000 कोल्ड चेन पॉइंट होंगे और Co-WIN के जरिए फौरी तौर पर बारीकी से निगरानी रखी जाएगी। भारत अन्य देशों को भी Co-WIN अप्लिकेशन देने वाला है।

स्वास्थ्य सचिव ने कहा कि डाक्टरों, नर्सों और स्वास्थ्य कर्मचारिय़ों का पूरा डेटाबेस Co-WIN पर पहले ही अपलोड किया जा चुका है और इन लोगों को वैक्सीन के लिए अपना पंजीकरण करवाने की जरूरत नहीं है। लेकिन बुर्ज़ुर्गौं और प्रायॉरिटी ग्रुप्स के जिन लोगों को टीका दिया जाएगा उन्हें पंजीकरण कराना होगा क्योंकि उस डेटा में एडिटिंग की जरूरत पड़ेगी।

माइक्रोसॉफ्ट के संस्थापक और परोपकारी अरबपति बिल गेट्स ने कोविड टीकाकरण अभियान में भारतीय नेतृत्व की सराहना की है। उन्होंने ट्वीट किया, ‘जिस समय पूरी दुनिया कोरोना वायरस से निपटने की कोशिशें कर रही है, उस दौरान वैज्ञानिक आविष्कार और वैक्सीन उत्पादन क्षमता में भारत के नेतृत्व को देखकर मुझे खुशी महसूस होती है।’ गेट्स ने अपने ट्वीट में प्रधानमंत्री नरेंद्र मोदी के कार्यालय को टैग किया।

विश्व स्वास्थ्य संगठन के प्रमुख टेड्रोस एडहनॉम गिब्रयेसॉस ने भी ट्वीट कर कहा कि ‘कोविड-19 महामारी को खत्‍म करने के प्रति अपनी प्रतिबद्धता जताते हुए भारत लगातार निर्णायक कदम उठा रहा है।’

इन सबके बावजूद भारत में अभी भी कुछ ऐसे लोग हैं जो मंजूर किए गए दोनों टीकों पर सवाल उठा रहे हैं। वे लोग जनता के मन मे डर पैदा करने के लिए अफवाहों का सहारा ले रहे हैं।

अपने प्राइम टाइम शो ‘आज की बात’ में मंगलवार की रात को हमने दिखाया था कि कैसे अमेरिका के लॉस एंजिलिस शहर में हजारों लोग कोरोना वायरस का टेस्ट करवाने के लिए पूरी रात अपनी कारों में बैठे इंतजार करते रहे। सोमवार को अमेरिका में कोरोना वायरस से संक्रमण के 1,96,000 मामले सामने आए जिसके बाद लोगों में काफी दहशत फैल गई।

कारों में बैठकर अपनी बारी का इंतजार कर रहे लोगों पर नजर रखने के लिए हेलीकॉप्टर लॉस एंजिलिस के आसमान में मंडरा रहे थे। लॉस एंजिलिस का विश्व प्रसिद्ध डॉजर स्टेडियम , जहां कई बड़े बेसबॉल टूर्नामेंट होते रहते हैं, अंदर और बाहर दोनों तरफ से खचाखच भरा हुआ था। महामारी के पहले 9 महीनों के दौरान लॉस एंजिलिस में कोरोना वायरस से संक्रमण के कुल 4 लाख मामले सामने आए थे, लेकिन 1 दिसंबर से अब तक अकेले लॉस एंजिलिस काउंटी में ही कोविड-19 के 8 लाख मरीज मिल चुके हैं।

कोरोना वायरस के संक्रमण के कारण लॉस एंजिलिस में जान गंवाने वाले लोगों का आंकड़ा इस हफ्ते एक हजार को छू गया। यहां तक कि हर पांच में से एक व्यक्ति कोरोना पॉजिटिव पाया गया है, यानी कि पॉजिटिविटी रेट इस समय 20 पर्सेंट तक पहुंच गया है। सिर्फ सोमवार को ही कोरोना से 77 मरीजों की मौत हो गई। ये हालत तब है जब अमेरिका में अब तक 50 लाख लोगों को फाइजर वैक्सीन की डोज दी जा चुकी है। जब तक पूरी आबादी का वैक्सीन नहीं दिया जाएगा, तब तक नये स्ट्रेन से महामारी के फैलने की संभावना बनी रहेगी ।

मैं आपको लापरवाही के एक उदाहरण बताता हूं। उत्तरी कैलिफोर्निया के सैन होजे मेडिकल सेंटर के एक कर्मचारी की कोरोना के कारण मौत हो गई, और तब तक वायरस दर्जनों अन्य लोगों में फैल चुका था। अफसरों को हैरानी इस बात की थी कि तमाम प्रोटोकॉल का पालन करने और हर तरह की एहतियात बरतने के बावजूद वायरस मेडिकल सेंटर के कर्मचारियों में कैसे फैल गया। जब जांच हुई तो पता चला कि मेडिकल सेंटर के ही एक कर्मचारी ने क्रिसमस के वक्त छुट्टी के दौरान इन्फ्लैटेबल कॉस्ट्यूम पहना और बगैर सैनिटाइजेशन के ही ड्यूटी पर पहुंच गया। सैन होजे मेडिकल सेंटर ने बाद में एक बयान जारी कर कहा कि इस एक कर्मचारी की लापरवाही के कारण वायरस 44 अन्य लोगों में फैल गया, और अब तक एक कर्मचारी की मौत भी हो चुकी है। वह कर्मचारी क्रिसमस के दिन अपने साथियों को शुभकामना देने के लिए कुछ ही देर के लिए वहां आया था, लेकिन उसी दौरान वायरस भी पहुंच गया।

अमेरिका दुनिया के सबसे विकसित देशों में से है जहां रिसर्च और मेडिसिन के मामले में उसले अग्रणी माना जाता है। वहां होने वाली इस तरह की लापरवाही से हम सभी को सबक लेना चाहिए। ब्रिटेन भी मेडिकल रिसर्च में अग्रणी है, लेकिन वहां कोरोना वायरस के नये स्ट्रेन से हाहाकार मचा हुआ है। मंगलवार को ब्रिटेन में कोरोना वायरस से संक्रमण के 58 हजार 784 नए मामले सामने आए। महामारी काफी तेजी से फैल रही है । ब्रिटेन के लंदन, ब्रिस्टल, बर्मिंघम, साउथैम्प्टन, सैलिसबरी, ऑक्सफोर्ड, कार्डिफ और प्लिमथ जैसे शहर सुनसान नज़र रहे हैं। सड़कें बिल्कुल खाली हैं और लॉकडाउन के कारण ज्यादातर दुकानों पर ताले लटके हुए हैं। ऑक्सफोर्ड-एस्ट्राजेनेका और फाइजर की वैक्सीन लगवाने के लिए लोगों की लंबी कतारें लगी है ।

एक ब्रिटिश अखबार ने कहा है कि ब्रिटेन में लॉकडाउन मार्च तक जारी रखना पड़ सकता है, और वह भी तब तक जब देश की लगभग 70 फीसद आबादी को वैक्सीन नहीं लग जाती। फरवरी के मध्य तक सभी स्कूलों, कॉलेजों और विश्वविद्यालयों को बंद कर दिया गया है। वायरस का नया स्ट्रेन एक खौफनाक रफ्तार से फैल रहा है। इंग्लैंड के साथ-साथ स्कॉटलैंड, फ्रांस और जर्मनी ने भी वायरस के प्रसार को रोकने के लिए लॉकडाउन लगाया है। ब्रिटेन के प्रधानमंत्री बोरिस जॉनसन ने मंगलवार को प्रधानमंत्री नरेंद्र मोदी से फोन पर बात की और नई दिल्ली में 26 जनवरी को गणतंत्र दिवस परेड में मुख्य अतिथि के तौर पर आने में अपनी असमर्थता ज़ाहिर की।

कोरोना के नए स्ट्रेन ने चीन में भी हाहाकार मचा रखा है। पूर्वोत्तर चीन के शेनयांग में, जहां महामारी फैल चुकी है, स्कूल और कॉलेज बंद कर दिए गए हैं। लोगों को घर के अंदर रहने के लिए कहा गया है, और पर्यटकों से कहा गया है कि वे राजधानी बीजिंग जाने से बचें। शेनयांग में कोरोना वायरस का टेस्ट कराने के लिए मेडिकल सेंटर्स के बाहर लोगों की लंबी कतारें लगी हुई हैं। लोगों को शहर से भागने से रोकने के लिए कटीले तारों से शहर की बैरिकेडिंग कर दी गई है। केवल उन्ही लोगों को बाहर जाने की इजाजत दी जा रही है जिनके पास कोरोना टेस्ट की निगेटिव रिपोर्ट है। चीन के एक अन्य शहर डालियान में इमारतों को सील कर दिया गया है और लोगों को घर के अंदर रहने के लिए कहा गया है।

मैंने अमेरिका, ब्रिटेन और चीन की तस्वीरें इसलिए दिखाई ताकि भारत में लोगों को सावधान कर सकूं। देश में कोरोना वायरस के कम होते मामलों के बावजूद हमें कतई लापरवाही नहीं बरतनी चाहिए। मंगलवार को भारत दुनिया का ऐसा तीसरा देश बन गया जहां कोरोना वायरस ये डेढ लाख से ज्यादा मौतें हुई हैं। अच्छी बात ये है कि इस समय भारत में कोरोना काबू में हैं। पिछले चौबीस घंटों में देशभर से कोरोना के सिर्फ 16,375 नए मामले सामने आए। मुबंई जैसे बड़े शहर में पिछले चौबीस घंटों के दौरान कोरोना से तीन मौतें हुई, जो अप्रैल के बाद से सबसे कम हैं। ये सब कैसे हुआ ? ये संभव इसलिए हुआ क्य़ोंकि सरकार और हैल्थ वर्कर्स के बीच पूरा समन्वय था और इसके पीछे हमारे डॉक्टरों की निष्ठा सर्वोपरि थी। तभी हम कोरोना को काबू में कर पाने में कामयाब रहे।

लेकिन कोरना का खतरा अभी टला नहीं है। भारत में अब तक कोरोना के नए यूके स्ट्रेन के 58 मामले सामने आए हैं, जबकि कई यात्री यूके और यूरोप से लौटने के बाद गायब हो चुके हैं। नया यूके स्ट्रेन कुछ सेकंड्स के भीतर ही तेजी से फैलता है, जबकि शुरआती कोरोना वायरस को फैलने में 30 मिनट तक का वक्त लगता था। मैं यूके से आए सभी यात्रियों से अपील करूंगा कि वे अपनी, अपने परिवार की और अपने समाज की भलाई के लिए खुद आगे आकर टेस्ट कराएं।

जहां तक कोरोना वायरस के दो टीकों को लेकर पैदा हुए विवाद का सवाल है, तो इस पर अब विराम लग जाना चाहिए क्योंकि दोनों कंपनियों ने एक संयुक्त बयान जारी कर कहा है कि ‘भारत और दुनिया के लोगों के जीवन और आजीविका को बचाना ही हमारे लिए ज्यादा महत्वपूर्ण काम है।’

आपको यह जानकर खुशी होगी कि इस समय अकेले भारत में ही दुनिया भर में विकसित कोविड के नौ टीकों का उत्पादन हो रहा है। हर भारतीय के लिए ये गर्व का विषय है कि दुनिया की आधी आबादी को जो वैक्सीन लगाई जाएगी उस पर ‘मेड इन इंडिया’ लिखा होगा। यह भारत के औषधि उद्योग के लिए एक बहुत बड़ी उपलब्धि है, लेकिन इसके बाद भी हमारे देश के कुछ लोग वैक्सीन को लेकर नरेंद्र मोदी को कोस रहे हैं। वे अभी भी हमारी स्वदेशी वैक्सीन की विश्वसनीयता पर सवाल उठा रहे हैं, इसकी क्वॉलिटी को कटघरे में खड़ा कर रहे हैं। ये लोग वैक्सीन को लेकर लोगों को डरा रहे हैं, जो कि ठीक नहीं है। ऐसे लोग देश के साथ, देश के वैज्ञानिकों से साथ, और देश के डॉक्टरों के साथ अन्याय कर रहे हैं।

भारत में 13 जनवरी को लोहड़ी और 14 जनवरी को मकर संक्राति का त्योहार मनाया जाएगा। उस समय सूर्य उत्तरायण में प्रवेश करेगा और तब तक भारत में करोड़ों देशवासियों की जान बचाने के लक्ष्य को आगे रख कर देशव्यापी टीकाकरण अभियान शुरु हो चुका होगा। यह एक भगीरथ प्रयास होगा।

हमें यह मान कर चलना चाहिए कि जब तक सभी भारतीयों को वैक्सीन के दोनों डोज नहीं लग जाते, तब तक कोरोना का खतरा बना रहेगा। हर्ड इम्युनिटी के लिए भारत में कम से कम 60 करोड़ की आबादी को टीका लगाना ज़रूरी है, और इसके लिए कम से कम 120 करोड़ डोज की जरूरत होगी। अभी हालत ये है कि देश में कोविशील्ड की 5 करोड़ डोज बन चुकी हैं, और कोवैक्सीन की 2 करोड़ डोज का प्रोडक्शन हो चुका है। इस तरह देखा जाए तो 60 करोड़ लोगों को टीका लगाने का काम कम से कम डेढ साल में पूरा हो पाएगा। तब तक हम सब सावधानी बरतें, तथा कोविड नियमों और सोशल डिस्टैंसिंग का सख्ती से पालन करें।

India will begin a historic Covid vaccine rollout

AKB4 The Centre has announced an all-India Covid vaccine rollout from next week which will begin simultaneously across the country with a goal to inoculate at least three crore people in the first phase. The Health Secretary has said, the Centre has already uploaded vaccination data relating to three crore recipients on Co-WIN, the IT platform that will be used for the rollout.

Four primary vaccine depots in Karnal (Haryana), Mumbai, Kolkata and Chennai will receive the vaccine doses from manufacturers by air and these will be transported in refrigerated vans to 37 state vaccine stores. The vaccines will then be passed down the distribution chain to district vaccination stores, and from there, they will be transported to primary health centres and sub-centres, which will act as actual vaccination sites. These sites also include public, private hospitals and clinics where the vaccine shots will be given. The entire process will involve over 29,000 cold chain points and will be closely monitored on real time basis through Co-WIN. India will extend the Co-WIN application to other countries.

The Health Secretary said that the bulk data base of healthcare and frontline workers have already been uploaded on Co-WIN and there was no need for these recipients to register themselves for vaccination. However, priority groups will have to register as that set of data would require editing, he added.

On Tuesday, Microsoft founder and philanthropist billionaire Bill Gates praised India’s leadership in Covid vaccination drive. He tweeted: “It’s great to see India’s leadership in scientific innovation and vaccine manufacturing capability as the world works to end the COVID-19 pandemic”. Gates marked his tweet to Prime Minister Narendra Modi’s office.

World Health Organization chief Tedros Adhanom Ghebreyesus also tweeted to say “India continues to take decisive action and demonstrate its resolve to end COVID-19 pandemic.”

In spite of all these, there are still naysayers in India who are raising questions about the two vaccines that have been approved. They are spreading rumours to create fear in the minds of the public.

In my prime time show ‘Aaj Ki Baat’ on Tuesday night, we showed visuals of how thousands of people in Los Angeles city are spending whole night waiting inside their cars for Covid testing. The United States reported 1,96,000 fresh Covid cases on Monday and there is widespread panic among people.

Helicopters are hovering over Los Angeles to keep a watch on people waiting in cars. The world famous Dodger Stadium in Los Angeles, home to several big baseball tournaments, was packed both inside and outside with people waiting in cars. During the first nine months of pandemic, there were four lakh Covid cases in Los Angeles, but from December 1 till now, there had been eight lakh Covid cases in Los Angeles county alone.

The death toll this week touched one thousand, even as one in every five residents are being tested positive. The positivity rate has reached 20 per cent, and on Monday alone, 77 Covid patients died. This, despite the fact that in the USA till now, 50 lakh people have been given Pfizer vaccine doses. Unless the entire population is not vaccinated, there are chances of the pandemic spreading, with mutant strains already creating havoc.

Let me cite one example of negligence. An employee at San Jose Medical Center in North California died of Covid, but by that time, the virus had spread to dozens of others. The officials were puzzled how the virus spread despite practice of protocols and precautions.

It transpired that one of the employees was wearing an inflatable costume during Christmas celebrations and had rejoined duty without proper sanitization. The San Jose Medical Center issued a statement saying that the negligence on part of a single employee caused the virus to spread to 44 others, and till now, one employee has died. The employee had come to the medical center for a few hours to wish Happy Christmas to his colleagues, but while doing this, he spread the virus.

We in India should learn lessons from such incidents in the US, considered one of the world’s most advanced economies, leading in the field of research and medicines. Even the UK is far ahead in the field of medical research, but it is now facing havoc from the spread of new strain of Coronavirus.

The number of fresh Covid cases in UK touched 58,684 on Tuesday. The pandemic is spreading fast, and cities like London, Bristol, Birmingham, Southampton, Salisbury, Oxford, Cardiff and Plymouth present a ghostly look. The streets are empty and almost all the shops have downed their shutters due to the lockdown. There are long queues of people waiting to get their jabs for Oxford-AstraZeneca and Pfizer vaccines.

A British newspaper reported that until and unless nearly 70 per cent of the population is administered vaccines, the lockdown in UK may have to continue till March. All schools, colleges and universities have been closed down till mid-February. The new strain of virus is spreading at a frightening pace.

Along with England, Scotland, France and Germany have also imposed lockdown to arrest the spread of the virus. The British PM Boris Johnson on Tuesday spoke to Prime Minister Narendra Modi and expressed his inability to attend the January 26 Republic Day parade in New Delhi as chief guest.

The new Covid strain is already creating havoc in China. Schools and colleges have been closed down in Shenyang in northeast China, where the pandemic has spread. People have been asked to remain indoors, tourists have been asked to avoid visiting the capital Beijing.

Long queues of people are waiting for Covid testing outside medical centres in Shenyang, and the city has been barricaded with barbed wire to prevent people from fleeing. Only those who have negative Covid certificates are being allowed to go out. In another city of China, Dalian, buildings have been sealed and people have been asked to remain indoors.

I have shown visuals from Los Angeles, UK and China in order to caution people in India. They must not become complacent despite the present declining trend in Covid cases across the country. On Tuesday, India became the world’s third country to record more than 1.5 lakh Covid-related deaths, though there is presently a lower trend in fatalities and fresh cases.

The pandemic is presently under control in India, and in the last 24 hours, only 16,375 fresh cases were reported. There were only three fatalities in a big cosmopolitan city like Mumbai, the lowest since April. We managed to bring the pandemic under control due to coordination between the government, health workers and dedication of our doctors.

The danger is not yet over. So far, 58 cases of the fresh UK strain have been reported in India, though many passengers have vanished after returning the from the UK and Europe. The new UK strain spreads rapidly within seconds, while the original Covid virus took up to 30 minutes to spread. I would appeal to all passengers who have returned from UK to come forward and report for tests, for their own benefit and in the interest of their friends and relatives.

As far as the controversy that was sought to be created over the two Covid vaccines is concerned, it should be put to rest now that both the companies have issued a joint statement saying “the more important task in front of us is saving the lives and livelihoods of populations in India and the world”.

You would be glad to know that at this point of time, nine Covid vaccines are being manufactured in India alone. It will be a matter of pride for all Indians when half the world’s population will be getting vaccine shots with the mark “MADE IN INDIA”.

This is a great achievement for Indian pharmaceutical industry, and yet there are people who are using the vaccine issue to take potshots at Narendra Modi. They are still questioning the efficacy and quality of our indigenous Covid vaccine. They are creating fear in the minds of people, which is not fair. They are doing injustice to our own country, our doctors and our researchers.

As India celebrates Lohri on January 13 and Makar Sankranti on January 14, with the start of Uttarayana, India will witness a historic nationwide vaccination drive aimed at saving the lives of crores of Indians. Till the time each and every Indian gets both the doses of Covid vaccine, the danger will not be over.

For acquiring herd immunity, we need to inoculate at least 60 crores Indians, and to achieve that, we will require 120 crore doses. Till now, we have manufactured over 5 crore doses of Covishield and two crore doses of Covaxin. To inoculate 60 crore Indians, we may require a minimum of 18 months. Till then, strict Covid protocol and social distancing precaution is a must.
